This bill authorizes the President to declare a smoke emergency in states experiencing significant air quality degradation from wildland fire smoke. Upon such a declaration, the bill allows the federal government to provide assistance through FEMA and other agencies, including grants, equipment, supplies, and resources for smoke shelters and air monitoring. The bill also authorizes the Small Business Administration to provide grants to small businesses that lose revenue due to wildfire smoke, and creates a budget adjustment mechanism to allow smoke emergency appropriations to be designated separately under the Balanced Budget and Emergency Deficit Control Act.
