The AI OVERWATCH Act requires the Commerce Department to mandate export licenses for advanced semiconductor chips (integrated circuits) destined for countries of concern—China, Cuba, Iran, North Korea, Russia, and Venezuela. Before approving any such license, the Commerce Department must certify to Congress that the export will not harm U.S. AI leadership, supply chains, or computing capacity, and that enforcement mechanisms prevent military or intelligence use. Congress has 30 days to block the export via joint resolution.
