This bill prohibits Members of Congress who have served 12 or more cumulative years in the House or Senate from receiving their salary and from serving as committee chairs, ranking minority members, or in House or Senate leadership positions. The restrictions would take effect beginning with the 121st Congress. The bill is enacted as a rule of each chamber and acknowledges that either chamber may change the rules at any time.
