This bill requires the Comptroller General to conduct a study and submit a report to Congress within one year on how Federal, State, local, and Tribal agencies use unmanned aircraft systems (drones) and counter-drone technologies. The report must include recommendations on legal authorities and policies needed to improve agencies' ability to counter drone threats, as well as actions to strengthen domestic drone manufacturing and procurement. The report must also provide detailed information on the number of drones deployed by law enforcement, the sources of drone purchases, domestic production levels, cost barriers to using U.S.-made drones, frequency and purposes of drone use, operator training and certification, governing authorities and policies, privacy protections, and existing counter-drone measures and training.
