This bill requires the Department of Homeland Security to develop and submit a comprehensive plan to reorganize and realign its Engagement, Liaison, and Outreach (ELO) Office within the Intelligence and Analysis directorate. The plan must identify redundant or non-essential positions and functions, improve coordination with law enforcement agencies, and reduce duplication of outreach efforts. Until the plan is submitted and implementation begins, the Secretary is prohibited from expanding the ELO Office's staffing, budget, or scope, or establishing duplicate offices without congressional authorization.
