This bill amends the Family Educational Rights and Privacy Act (FERPA) and the Protection of Pupil Rights Amendment (PPRA) to create a private right of action allowing parents and eligible students to sue educational agencies and institutions in federal court for violations of these laws. The bill establishes a Department of Education office and review board to investigate complaints within 90 days and permits plaintiffs to seek declaratory relief, injunctive relief, or attorney's fees without first exhausting administrative remedies. The Attorney General may intervene in such cases if certified as matters of general public importance.
