This bill directs the EPA to conduct a study on the feasibility of establishing a standardized national database to track recyclable materials, recycling infrastructure capacity, material recovery outcomes, landfill diversion, access gaps, and extended producer responsibility program performance. The study must identify regions with limited recycling access, catalog waste and recycling facilities, analyze processing capacity and barriers to facility development, and recommend whether to create the database. If the EPA finds the database feasible and recommends it, the agency must establish and maintain the database online within one year of submitting its report.
