Congressman Cohen Protests Reckless Plan to Silence Memphis’ Black Vote

Position: Congressman Cohen opposes a Tennessee redistricting plan, arguing that it dilutes Black voting power in the 9th District by dividing the Black population into thirds across new districts, constitutes racial gerrymandering, and creates inadequate timelines for candidates and voters.

MEMPHIS – Congressman Steve Cohen (TN-9) today observed the wholesale destruction of democratic representation in the state of Tennessee by the Tennessee General Assembly that he has tried to prevent and made the following statement: “While we expected this egregious result, it’s hard to contemplate how much harm the General Assembly has done to the voice of Black voters in Tennessee, and specifically in Memphis. The procedures outlined in this hastily drawn legislation are obviously inadequate. The time factor for creating new district lines for candidates is clearly inadequate and confusing for voters after established lines have been in place and candidates have been campaigning for two months. The new arrangement cannot result in fair representation. “Beyond all that, the fact that each of these new districts was drawn to divide almost exactly into thirds the Black voting population of the 9th District suggests serious racist and unethical intent and raises legal issues about the use of race being the true predominant factor in this redistricting effort.” # # # Issues:9th DistrictCivil RightsEconomy and JobsGovernment ReformMemphisShelby CountyTennessee

Press Advisory: Tennessee Leaders Host Press Conference Condemning Republican Supermajority’s Legislative Attempt to Silence Voters and Disenfranchise Black Tennesseans

NASHVILLE -- TODAY, Tuesday, May 5, a unified coalition of elected officials and community leaders from across Tennessee will gather at Beth Harwell Plaza at the Tennessee State Capitol for a press conference condemning the Tennessee Republican Supermajority’s special legislative session to redraw the state’s Congressional districts so they can seize more power, control our elections, and suppress the votes of Black and brown Tennesseans, especially those who call Memphis home. WHAT: Press Conference WHEN: Tuesday, May 5, 2026 at 12:15 PM CT WHERE: Beth Harwell Plaza, 410 Rep. John Lewis Way N, Nashville, TN 37219 WHO: Elected officials and community leaders from across Tennessee including: - Congressman Steve Cohen, U.S. House of Representatives, District 9 - Tequila Johnson, Executive Director of The Equity Alliance Fund - Nashville Mayor Freddie O’Connell - Lisa Sherman Luna, Executive Director of TIRRC Votes - Francie Hunt, Executive Director of Tennessee Advocates for Planned Parenthood - Rep. Justin J. Pearson, State House Representative, District 86 WHY: Millions of us call Tennessee home. Every community from Memphis to Nashville, and every county in between, deserves a fair voice in the decisions that shape our lives. A rushed special session to redraw congressional maps mere months before elections threatens to confuse Tennessee voters, break apart communities, and weaken representation before Tennesseans have a meaningful chance to respond. The message from Tennesseans is clear: Voters should choose their leaders. Politicians should not choose their voters. MEDIA OPPORTUNITIES Members of the press are invited to attend. # # # Issues:9th DistrictCivil RightsMemphisShelby CountyTennessee

Congressman Cohen Protests Call for Redistricting

Position: Congressman Cohen opposes a proposed redistricting effort by Tennessee Republican state lawmakers, arguing it would dilute Black voting power and undermine democratic fairness by changing district maps after candidate filing deadlines have closed.

MEMPHIS – Congressman Steve Cohen (TN-9), who has represented a majority-Black district in Congress since 2007, responded to state Republican lawmakers’ call for a special legislative session to consider redistricting, and made the following statement: “This transparent effort to create a seat for a member of Congress who will rubber stamp Trump’s increasingly bizarre and dangerous agenda will also dilute the Black vote in Tennessee to the point of irrelevance. “I have been consulting with voting rights lawyers and other experts to fight this move with every option available, political and legal. The filing deadline for candidates for the 120th Congress has passed. Were the General Assembly to change the district maps, candidates already seeking office in one district could find themselves in the absurd situation of running in another – a wholesale injustice to voters and a mockery of democracy. “Republican state lawmakers clearly have the votes to make this Machiavellian move. I hope fairness is part of their consideration and that they abandon it.” # # # Issues:9th DistrictCivil RightsGovernment ReformMemphisShelby CountyTennessee

Congressman Cohen Responds to Trump’s Meddling in Tennessee Electoral Representation

Position: Congressman Cohen opposes efforts to redraw Tennessee's 9th congressional district, arguing that such redistricting would dilute voting power of Black voters in Memphis and violates the spirit of the Voting Rights Act. He criticizes the Supreme Court's recent decision weakening the Voting Rights Act and characterizes Republican redistricting efforts as an attempt to suppress minority representation.

WASHINGTON -- Congressman Steve Cohen (TN-9) today reviewed President Trump’s social media broadside calling for Congressional redistricting in Tennessee, and made the following statement: “Trump and the GOP want to take power away from Black voters in Memphis and nationwide. Donald Trump’s Jim Crow Supreme Court has emasculated the Voting Rights Act — the last line of defense in protecting fair representation in Congress for majority Black communities like Memphis, the same city where Dr. Martin Luther King Jr. was killed while fighting for Black Americans to have a voice in their own government. That’s the voice they’re trying to take away. “The Voting Rights Act was the crowning jewel of legislation passed under President Lyndon B. Johnson, fought for by civil rights leaders like MLK and John Lewis. They’ve been dismantling it for years, and with this decision they want to put it to rest. It’s the greatest setback to civil rights since Plessy v. Ferguson in the Jim Crow era. “It took the GOP less than six hours to start eyeing Memphis after the SCOTUS decision on Louisiana, and that tells you everything. The grift, the corruption, the mass deportations and violence, Trump and the GOP know it’s over after November — unless they can keep people from the polls, or redraw the maps entirely beforehand. “There’s a lot of uncertainty right now, but you can count on this: I will not back down. My team and I are already in touch with experienced voting rights attorneys to see what can be done to try and stop this — more to come.” # # # Issues:9th DistrictCivil RightsMemphisShelby CountyTennessee

Congressman Cohen Blasts Supreme Court’s Gutting of the Voting Rights Act

Position: Congressman Cohen opposes the Supreme Court's decision weakening the Voting Rights Act, arguing that Congress—not the courts—should make changes to voting rights protections, and pledges to use legal and political means to prevent harmful state-level actions that may follow.

WASHINGTON – Congressman Steve Cohen (TN-9) reviewed Wednesday’s 6-3 U.S. Supreme Court ruling weakening a provision of the landmark Voting Rights Act and made the following statement: “We’ve been expecting this decision. I’m disappointed that the Court has diluted the Voting Rights Act which guaranteed minority voters the right to elect the representative of their choosing. It has served us well. This ruling effectively undoes the work of Martin Luther King and John Lewis. Changes to the Voting Rights Act should be made by Congress. “If the General Assembly is called back into a special session and seeks to do Trump’s bidding, I will exercise every option, legal and political, to prevent the harm this decision today makes possible.” # # # Issues:9th DistrictCivil RightsMemphisShelby CountyTennessee
