WASHINGTON, DC–Congressman Neal Dunn, M.D. (FL-02) and Congressman Darren Soto (FL-09) have introduced the Facilitating Access to Innovation in Cancer Care Act (FAIC Act) to ensure cancer patients on Medicare can access the most effective treatments available. Recent breakthroughs in cancer care have produced innovative therapies that improve patient outcomes while reducing long-term healthcare costs. However, flaws in Medicare’s current payment structure have prevented many of these treatments from reaching patients, instead favoring older, less effective options. The FAIC Act addresses this issue by requiring Medicare to reimburse certain cancer drugs separately, rather than bundling them into procedure payments that discourage their use. CMS has acknowledged for years that bundled payment policies can restrict access to necessary treatments. While the agency took steps in 2025 to reverse this policy for certain diagnostic drugs, it has not extended the fix to cancer therapies. The FAIC Act would correct this gap by ensuring these medications are reimbursed appropriately under Medicare Part B. Importantly, the legislation is budget-neutral under Medicare’s outpatient payment system. “As a physician, I have seen firsthand the impact that innovation can have on patient outcomes,” said Congressman Dunn. “This bill ensures Medicare keeps pace with innovation so patients can receive the most effective care. The United States faces a severe shortage of psychiatrists, with nearly 60% of counties lacking a single psychiatrist. Nearly one in four Americans experience a mental health condition each year, and a majority of individuals with a mental health condition do not receive treatment due to lack of access to care. The Mental Health TALK SAFE Act of 2025 expands access to high-quality psychiatric care through telemedicine while implementing appropriate safeguards to ensure care is delivered by properly trained professionals. The bill also addresses dangerous prescribing practices by restricting bad actors, removing misaligned financial incentives, and ensuring controlled substances prescribed via telehealth adhere to FDA guidelines. Congressman Dunn said, “Lack of access to care is the root cause of America’s mental health crisis. This is exemplified in Florida’s rural and underserved communities. In many parts of North Florida, families simply cannot find a psychiatrist, especially for children and seniors. As a physician, I understand the importance of ensuring Floridians can receive effective mental health care from qualified providers, no matter where they live.” Currently, nearly 80% of psychotropic medications are prescribed by non-psychiatrists, with studies showing that up to 90% of those prescriptions are written without an appropriate mental health diagnosis. Inappropriate prescribing and fraudulent telemedicine business models have led to the misuse of controlled substances, prevented patients from receiving effective care, and cost taxpayers hundreds of millions of dollars each year. Res. 959, a resolution supporting President Trump’s Executive Order to designate fentanyl as a weapon of mass destruction. Fentanyl, a highly potent opioid, claims tens of thousands of lives in the United States each year, and continues to pose a severe public health crisis. Congressman Dunn previously introduced similar legislation during the 118th Congress. Rep. Neal Dunn said, “I am thankful to President Trump for his decisive action and recognizing what I’ve been saying for years. As the leading cause of overdose deaths in the United States, it is time we call this drug what it is: a Weapon of Mass Destruction. That is why I am again introducing legislation to designate illicit fentanyl-related substances as such. Congressman Dunn Celebrates Successful Committee Markup of Q1/Q2 Legislation

WASHINGTON, DC – Today, Congressman Neal Dunn (Florida-02) celebrated the successful markup of H.R. 1843, a bill to increase transparency in generic drug applications in the House Energy and Commerce Committee. The legislation will increase transparency in generic drug applications to expedite submissions of generic medicines. Congressman Dunn is joined by Congressman Kevin Mullin (CA-15) in introducing this bipartisan legislation. “Americans see a drastic reduction in their bill at the pharmacy counter when new generic medicines become available. Unfortunately, bureaucratic red tape has made it increasingly difficult to get these medicines into the marketplace,” said Congressman Dunn. “I’m proud to lead the effort to improve efficiency in generic medication submissions to the FDA and appreciate my colleagues on the Energy and Commerce Committee for a successful markup.” "Lowering drug costs should always be a bipartisan effort. I’m proud to work with Rep. Dunn on this initiative to make lifesaving drugs more accessible and affordable,” said Congressman Mullin. “AAM thanks Representatives Dunn and Mullin for reintroducing this legislation and the House E&C Committee for markup of the bill this week,” said John Murphy III, President and CEO of the Association for Accessible Medicines. “This bipartisan issue expedites process efficiencies for the industry and at FDA for generic medicines submissions, which will enhance patient access to lower-cost medicine. When generic medicines become available, they immediately bring lower prices for lifesaving and lifechanging medications. AAM looks forward to continuing working with the bill sponsors and the committee to move this legislation forward.” The legislation would direct the U.S. Food and Drug Administration (FDA) to disclose the rationale for why a proposed generic drug was not approved. Currently, the FDA is not authorized to disclose the ingredient or ingredients that would prevent companies from bringing a generic medication into the marketplace.
