Rep. Finstad supports passage of H.R. 1346 to authorize year-round, nationwide sale of E15 fuel, characterizing it as a measure that will benefit farmers, rural economies, consumers, and the fuel supply chain.
Voted Yea on Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles".
Rep. Finstad's statement supports E15 fuel expansion as a measure to benefit farmers, rural economies, and consumers. The bill he voted for nullifies EPA emissions standards for light-duty vehicles, including greenhouse gas emission standards and fuel economy measurements. These positions point in opposite directions on environmental regulation: the statement supports a biofuel policy framed around economic benefits, while the vote supports eliminating stricter vehicle emissions and fuel economy standards. The specific questions differ in scope (fuel type vs. vehicle emissions), but both touch fuel/emissions policy, and the vote to weaken emissions standards is inconsistent with rhetoric emphasizing consumer and economic benefits through cleaner fuel alternatives.

Finstad, Sorensen Introduce the National Guard Relief Act Ahead of Armed Forces Day - United States Congressman Brad Finstad
Position: The release advocates for legislation that would designate the National Guard Relief Foundation as an official military welfare society under Title 10, enabling it to provide emergency and financial assistance to National Guard members and their families on equal footing with other service branches.
WASHINGTON, D.C. — Today, Congressman Brad Finstad (MN-01) and Congressman Eric Sorensen (IL-17), members of the House Armed Services Committee, introduced the National Guard Relief Act, legislation that would designate the National Guard Relief Foundation as a military welfare society under Title 10 of United States Code, improving the foundation’s ability to assist more National Guard Members as they continue to serve the country. Military welfare societies are service-specific non-profit organizations that work alongside the Department of Defense to provide servicemembers and their families with emergency, financial, and community services.
“Under Title 10 currently, the Army, Navy, Marine Corps, Air Force, and Coast Guard each have their own military welfare societies, but not our National Guard,” said Rep. Finstad. “The National Guard Relief Act would bridge this gap by adding the National Guard Relief Foundation to the list of Military Welfare Societies and ensuring our National Guard Members and their families find relief in times of need.”
Finstad continued, “Our National Guard Members work tirelessly to serve their communities, states, and country, and deserve to be eligible for assistance under all conditions. I’m proud to introduce this legislation in support of National Guard Soldiers, Airmen, and their family members.”
“Illinois National Guard members and their families make incredible sacrifices for our state and our country. I am so proud to help introduce this bipartisan bill to help ensure that no National Guard family goes unsupported during a time of crisis,” said Rep. Sorensen.
“The introduction of this legislation is a significant step forward for our National Guard members and their families. Officially recognizing the National Guard Relief Foundation as an official Military Relief Organization helps ensure Guardsmen receive the same level of support and consideration long afforded to their active-duty counterparts. Our Guard families answer the call at home and abroad, often balancing unique challenges tied to state and federal service. This designation will strengthen the Foundation’s ability to expand assistance programs, reach more service members in times of hardship, and provide critical support when it matters most. EANGUS proudly supports this effort because taking care of our people and their families must always remain a national priority,” said CMSgt Josh J. Baker, President of the Enlisted Association of the National Guard of the United States.
“The National Guard has stood watch over America through war, disaster, crisis, and uncertainty while answering every call without hesitation. The National Guard Relief Act is more than legislation or a “nice to have”. It is a declaration that the families who sacrifice beside our service members will no longer stand alone. Supporting those who defend this nation is not charity, it is a solemn national obligation. A country that relies on its Guard in every hour of need must ensure the Guard can rely on its country in theirs,” said Daniel B. Reilly, Chair of the National Guard Relief Foundation.

Position: Congressman Finstad calls on the Department of Transportation and Federal Aviation Administration to authorize and support United Airlines service between Rochester International Airport and Chicago O'Hare International Airport, citing economic development and healthcare access benefits for southern Minnesota.
WASHINGTON, D.C. – Congressman Brad Finstad (MN-01) sent a letter to the Secretary of the Department of Transportation (DOT), Sean Duffy, and the Administrator of the Federal Aviation Administration (FAA), Bryan Bedford, calling on the DOT and FAA to support United Airlines service between Rochester International Airport (RST) and Chicago O’Hare International Airport (ORD) as soon as possible.
“By launching United Airlines flight service between Rochester and Chicago O’Hare, Rochester and its surrounding communities will be connected to 34 unique destination flights,” said Rep. Finstad. “This is not only important to the economic development of southern Minnesota but would also help improve health care access for those in our communities.”
Finstad continued, “Minnesota’s First District is lucky and proud to have Mayo Clinic in our backyard. With the continued investment and expansion of the hospital on the horizon through their Bold. Forward. Unbound. initiative, reliable air service is essential to ensuring patients and employees have access to time-sensitive medical assistance. Reps. Finstad, Fischbach Introduce Legislation Requiring Nonprofits to Disclose Aid Provided to Non-Citizens - United States Congressman Brad Finstad
Position: The representatives introduced legislation requiring tax-exempt nonprofits to report the number of non-citizens they assist with resettlement and access to federally funded benefit programs, framed as increasing transparency and preventing fraud in immigration-related services.
WASHINGTON, D.C. – Congressman Brad Finstad (MN-01) and Congresswoman Michelle Fischbach (MN-07) introduced the Immigrant Resettlement & Welfare Abuse Prevention Act, legislation which aims to increase transparency and accountability for tax-exempt organizations that assist non-citizens with resettlement or access to federally funded assistance programs.
The Immigrant Resettlement & Welfare Abuse Prevention Act clarifies the extent of nonprofit involvement in immigration related services by requiring nonprofits to report the total number of non-citizens they assist with resettlement or relocation, as well as how many individuals they help access taxpayer-funded benefit programs.
“In Minnesota, the seemingly endless fraud we’ve seen under Democrat leadership has put a spotlight on poor policies and failed oversight that have allowed bad actors to exploit our federally funded programs,” said Rep. Finstad. “Rep. Fischbach and I are leading the Immigrant Resettlement & Welfare Abuse Prevention Act to help prevent further abuse of our taxpayer-funded programs by establishing clear reporting rules that will increase transparency regarding nonprofits that help resettle non-citizens and their role in enrolling them in federally funded assistance.”
"Hardworking Minnesotans have seen firsthand the devastating consequences of unchecked spending and the lack of oversight that invited massive fraud into our state," said Rep. Fischbach. "There is growing concern that nonprofits are putting taxpayers on the hook. This bill is about putting American taxpayers first and ensuring that any organization assisting in the resettlement and welfare of non-citizens provides transparency. We will not allow the exploitation of our system to be subsidized by the American taxpayer."

Finstad Discusses Historic Tax Relief in Working Families Tax Cuts with Small Business Owners - United States Congressman Brad Finstad
Position: Congressman Finstad supports the Working Families Tax Cuts legislation, which he describes as reducing regulatory burden on small businesses and enabling job creation and investment. He also supports the Prove It Act to reduce federal regulatory costs on small businesses and the Save SBA from Sanctuary Cities Act.
NEW ULM, MN – Today, Congressman Brad Finstad (MN-01), member of the House Committee on Small Business, hosted a roundtable discussion in Mankato with local small business owners to discuss legislation he has introduced to empower southern Minnesota small businesses and hear firsthand the positive impacts local businesses are experiencing from tax provisions within the Working Families Tax Cuts.
During the roundtable, Congressman Finstad highlighted legislation he has introduced to give small business greater representation at the federal level; the White House Conference on Small Business Act and the Prove It Act. He also discussed the House-passed Save SBA from Sanctuary Cities Act, which would better ensure Small Business Administration (SBA) resources benefit small businesses and rural communities by removing and relocating SBA offices from jurisdictions with sanctuary policies.
“At today’s roundtable, I heard firsthand from small business owners in southern Minnesota how the Working Families Tax Cuts are making a real difference. By cutting red tape, giving job creators the freedom to invest and hire, and expanding access to the capital they need to grow, these tax cuts are empowering Main Streets here in our backyard and across the country,” said Rep. Finstad. “As a member of the House Committee on Small Business, I’m proud to be a voice in Washington for our small business owners. Conversations like those that we had today play a valuable part in the work I’m doing in Congress to advance pro-growth policies that are putting small businesses on a level playing field and giving them the tools they need to thrive.”
"The U.S. Chamber of Commerce thanks Rep. Finstad for his leadership on reducing red tape that is a hidden tax on small businesses. The Prove It Act holds federal agencies more accountable for any costs caused by unnecessary or duplicative red tape that bury small businesses and prevent entrepreneurs from reinvesting in growth through salary and benefit increases for employees, new technology, and firm expansion." – John Kirchner, Vice President of Government Affairs, U.S. Chamber of Commerce
“NFIB thanks Representative Finstad for meeting with small businesses in the Mankato area and for his work to provide vital tax certainty and regulatory relief for Minnesota small businesses. Today, local small business owners shared the benefits they are seeing from making the 20% Small Business Deduction permanent through the Working Families Tax Cuts, including them now being able to make investments back into their workforce through raises and bonuses, capital investments, and increased investments in their communities. Small business owners also thanked Representative Finstad for being a champion for them in Congress and for leading the charge to rein in burdensome federal government regulations.” – Jonathan Boesche, Minnesota State Director, National Federation of Independent Business
"Thanks to the pro-growth tax policies of H.R. 1, manufacturers in Minnesota and across the country are ready to reach new heights. With his vote for this historic legislation, Congressman Finstad took action to secure a permanent tax code that empowers small businesses – the backbone of America’s communities. The NAM looks forward to continuing to work with Congressman Finstad to modernize regulations, unleash American energy and grow our workforce so we can drive growth and innovation for generations to come.” – Stef Webb, Managing Vice President of Government Relations, National Association of Manufacturers

Finstad Votes to Fully Fund Department of Homeland Security - United States Congressman Brad Finstad
Position: Congressman Finstad voted to fully fund the Department of Homeland Security, including immigration enforcement and border patrol operations, and criticizes Senate Democrats for withholding DHS funding.
WASHINGTON, D.C. – Congressman Brad Finstad (MN-01) released the following statement after voting in support of legislation that would extend current funding levels for the Department of Homeland Security (DHS) through May 22, 2026:
“For forty-two days, Senate Democrats have put our national security at risk by withholding DHS funding because they would rather cause chaos than enforce our country’s immigration laws.
“We’ve done our job in the House, having now voted four times to fund DHS in its entirety. I supported this legislation which will ensure all of DHS, including immigration enforcement and border patrol, are fully funded, while also restoring pay for the federal workers who have had to pay the price of this reckless shutdown.
“This funding bill allows DHS to return to normal operations and ensures our nation’s law enforcement agency has the full resources to protect our homeland. If Senate Democrats are serious about working out our differences and coming to an agreement, this legislation gives us the opportunity to have that discussion. I urge them to pass it and end the political games.”

Reps. Finstad, Johnson Introduce Fertilizer Transparency Act - United States Congressman Brad Finstad
Position: The release advocates for legislation requiring the USDA to publish weekly fertilizer prices on its website to provide farmers with transparent, timely market data and reduce uncertainty in input costs.
WASHINGTON, D.C. – Today, Congressman Brad Finstad (MN-01) joined Congressman Dusty Johnson (SD-AL) in introducing the Fertilizer Transparency Act, commonsense legislation to empower America’s farmers with clearer, more reliable information about fertilizer and fertilizer product costs – one of their most significant inputs. Specifically, this legislation would require the U.S. Department of Agriculture (USDA) to publish fertilizer prices weekly on its website, ensuring producers have access to timely, accurate market data. Senators John Thune (R-SD) and Amy Klobuchar (D-MN) introduced companion legislation in the U.S. Senate.
“Throughout the last several years, southern Minnesota farmers have dealt with the compounding effects of increased input costs, weather-related disasters, and stagnant commodity prices, squeezing their margins and making it harder to make business decisions. As a fourth-generation farmer, I know firsthand how unpredictable input costs can create challenges for farmers and producers,” said Rep. Finstad. “This legislation will give farmers the transparency they deserve. By shining a light on price trends and improving access to reliable information, we’re putting more control back in the hands of the men and women who feed and fuel the world.”
“On top of market uncertainty, low commodity prices, and severe weather, high input costs have increased the financial strain for our producers,” said Rep. Johnson. “The Fertilizer Transparency Act would alleviate some of the uncertainty that producers face every day and help them plan best for the seasons ahead.”
"Pricing transparency is a critical first step toward ensuring fair and competitive prices in the increasing consolidated fertilizer market. The Minnesota Corn Growers supports several efforts to increase competition in the fertilizer market and appreciates Congressman Finstad's support of fertilizer price transparency.” – Wesley Beck, President, Minnesota Corn Growers Association
“On the eve of spring planting, Minnesota soybean farmers continue to endure serious economic headwinds, and strengthening transparency and competitiveness in the marketplace is a critical step toward addressing some of the challenges we’re facing, including the cost of fertilizer. As a family farmer himself, Rep. Brad Finstad understands that promoting domestic fertilizer production will help protect our producers and reduce our reliance on global markets. We are grateful to Rep. Finstad and his congressional colleagues for recognizing that lowering the cost of farm inputs will help improve the outlook for American agriculture, which is the backbone of our nation’s economy.” – Darin Johnson, President, Minnesota Soybean Growers Association
“Fertilizer is one of the largest input costs farmers face, and recent price volatility has made it even harder to plan ahead, Improving transparency in the fertilizer market through reasonable reporting requirements will give farmers better insight into supply, pricing, and market trends so they can make informed decisions for their operations. Greater transparency will help promote competition and ensure a more level playing field when managing input costs.” – Dan Glessing, President, Minnesota Farm Bureau Federation
The Fertilizer Transparency Act was cosponsored by Reps. Nikki Budzinski (D-IL), Ashley Hinson (R-IA), Jimmy Panetta (D-CA), Mariannette Miller-Meeks (R-IA), Sharice Davids (D-KS), Randy Feenstra (R-IA), Josh Riley (D-NY), Zach Nunn (R-IA), Eric Sorensen (D-IL), and Angie Craig (D-MN).

Reps. Finstad, Krishnamoorthi, Sens. Blackburn, Hassan Introduce Legislation to Modernize Federal Credit Programs - United States Congressman Brad Finstad
Position: The release advocates for legislation to consolidate federal loan programs into a single modernized digital platform called Lending.gov to improve efficiency, reduce fraud, and save taxpayer dollars.
WASHINGTON, D.C. – Congressman Brad Finstad (MN-01) was joined by Congressman Raja Krishnamoorthi (IL-08) in introducing H.R. 7789 – the Federal Loan Systems Modernization Act of 2026 to create a government-wide shared services lending platform – known as “Lending.gov.” The platform would provide a single, modern front door for borrowers and a standardized set of back-end loan management capabilities for participating agencies while preserving each agency’s program authorities. Senators Marsha Blackburn (R-TN) and Maggie Hassan (D-NH) introduced companion legislation in the U.S. Senate.
“By creating Lending.gov as a single, secure access point for federal loan programs, the Federal Loan Systems Modernization Act finally brings our loan systems into the 21st century. I’m proud to introduce this legislation with Sen. Blackburn and Rep. Krishnamoorthi to improve efficiency and streamline access across agencies, minimize opportunities for fraud, and deliver the kind of commonsense modernization that makes government work better for the people it serves,” said Rep. Finstad.
“Today, the federal government operates more than 175 loan programs on outdated, fragmented systems that waste billions of taxpayer dollars and leave the door open to fraud,” said Rep. Krishnamoorthi. “Our legislation establishes Lending.gov as a single, secure, modern platform that will streamline operations, strengthen fraud detection, and ensure assistance reaches Americans who qualify without unnecessary delays. By consolidating these systems, we can save at least $2 billion annually while delivering faster, more accountable service. This is smart government: cutting waste, protecting taxpayers, and making federal programs work the way they should.”
“Tennesseans, small businesses, and families across the country deserve a simple process that makes accessing federal loans easier,” said Sen. Blackburn. “The Federal Loan Systems Modernization Act would streamline the process for borrowers and federal agencies, replacing the confusing patchwork of loan programs that frustrates Americans every day. It would also stop waste, fraud, and abuse of taxpayer dollars.”
“The federal government is one of the largest lenders in the world, with programs that support housing, small businesses, infrastructure, disaster recovery, and national security. But the outdated systems used by many of these lending programs cost billions and have allowed tens of billions in fraud,” said Sen. Hassan. “This bipartisan bill will modernize federal lending through a shared services platform known as Lending.gov, helping make our government more user friendly, combat fraud, and save taxpayer dollars. It is one of many ways in which we can make our government better deliver for people while saving money at the same time.”
The Federal Loan Systems Modernization Act is endorsed by the Council for Citizens Against Government Waste, the Association of Government Accountants, the Shared Services Leadership Council, the Center for USA Lending, and the Committee for a Responsible Federal Budget.
“The Federal Loan Systems Modernization Act would establish a new website, Lending.gov, as a centralized federal lending platform. This consolidation of information about federal loans would facilitate access and increase transparency for borrowers, reduce duplication, and improve the detection and prevention of waste, fraud, abuse, and mismanagement. Agencies would benefit from the website’s shared services and infrastructure while maintaining control over their individual lending programs. The Council for Citizens Against Government Waste supports this legislation and urges all members of Congress to support its passage.” – Tom Schatz, President, Council for Citizens Against Government Waste.
“Like in so many areas of government operations, fragmented lending systems cost taxpayers money and make it harder for agencies to do their jobs. The Federal Loan Systems Modernization Act is a practical, common-sense response to a problem that federal financial managers have flagged for years. AGA supports advancing this concept now. Modernizing shared infrastructure while keeping agencies in control of their programs is exactly the right approach.” – Ann Ebberts, CEO, Association of Government Accountants (AGA)
“Shared services works and federal lending is exactly the kind of function that stands to benefit from a common platform approach. The Federal Loan Systems Modernization Act aligns closely with what the shared services community has advocated for years: modern infrastructure, reduced duplication, and agency autonomy preserved. We're encouraged by the direction this proposal takes and believe it deserves serious attention from both the Administration and Congress.” – John Marshall, Executive Director, Shared Services Leadership Council
“The communities that depend most on federal credit programs, small businesses, first-generation homeowners, students, are also the ones most harmed when systems are slow, uncoordinated, and unreliable. The Federal Loan Systems Modernization Act gets at something fundamental: that good lending policy requires good lending infrastructure. The Center for USA Lending strongly believes this proposal warrants prompt action, and we're committed to keeping borrower experience at the center of this conversation.” – said Doug Criscitello, Executive Director, Center for USA Lending
“It’s encouraging to see Senators Hassan and Blackburn partnering to put forward ideas to make the federal government more efficient. A shared-services approach for federal lending programs has the potential to help reduce waste and fraud and deliver better value for taxpayers.” – Maya MacGuineas, President, Committee for a Responsible Federal Budget

Finstad Calls on Sens. Klobuchar, Smith to End Irresponsible DHS Shutdown - United States Congressman Brad Finstad
Position: Congressman Finstad calls on Senate Democrats to pass the House-approved Department of Homeland Security appropriations bill to end the funding lapse and restore operations at DHS agencies including the Coast Guard, FEMA, and TSA.
WASHINGTON, D.C. – Today, Congressman Brad Finstad (MN-01) released the following statement after House passage of H.R. 7744 – the Department of Homeland Security Appropriations Act, 2026, again calling on Senate Democrats, including Sen. Klobuchar and Sen. Smith, to end the political gamesmanship and fully fund the Department of Homeland Security (DHS):
“For weeks, Democrats have held DHS funding hostage, disrupting Coast Guard, FEMA, and TSA operations. Last month, the House of Representatives passed a bipartisan funding package to fund DHS. Unfortunately, Senate Democrats have refused to pass this legislation, deliberately putting our national security at risk.
“Again today, Democrats had another chance to put politics aside and vote to reopen DHS. Instead, nearly every one of them chose to continue to put their partisanship above the men and women who protect our homeland. As lawmakers, the safety of every American should be a shared priority, especially now at a time of increased terror threats and cyberattacks. Additionally, with today’s announcement of new leadership within DHS, there is even greater opportunity to ensure our nation’s largest law enforcement agency has the resources it needs to keep our communities safe.
“The American people are watching. It’s past time we rip the “D” and “R” off our sweaters and get this done. I once again urge Senator Klobuchar, Senator Smith, and their Democrat colleagues to do the right thing, put the safety of our families, friends, and neighbors first, and reopen the Department of Homeland Security.”
