Rep. Gooden: Thank you, Mr. Chairman, and thank you, Secretary, for being here and the work you're doing. Over the past decade, Bitcoin has evolved from a fringe asset into a matter of national security. Iran has demanded Bitcoin as a toll for transit through the Strait of Hormuz, North Korean cyber actors have leveraged it in ransomware campaigns, and China is believed to be stockpiling substantial holdings as part of its strategic reserve. Just last week, INDOPACOM Commander Admiral Paparo stated that Bitcoin has direct implications for power projection, and he noted that INDOPACOM is operating a node on the Bitcoin network in furtherance of that mission. Secretary, do you share the opinion that Bitcoin is a tool to project power, and are there any department-wide initiatives to ensure the U.S. secures a strategic advantage in Bitcoin and combats China's digital authoritarianism?
Sec. Hegseth: I guess my short answer would be yes and yes. I am a long enthusiast of Bitcoin and crypto potential, and a lot of the things we are doing, enabling it or defeating it, are classified efforts that are ongoing inside our department, which do provide us a lot of leverage in a lot of different scenarios.

Rep. Gooden: Admiral Paparo, yesterday you testified that Bitcoin held potential as a tool for national security. Recent research from the Bitcoin Policy Institute estimates China has approximately 194,000 Bitcoins, while the United States has approximately 328,000 Bitcoins. In this era of digital competition, would it be to our strategic advantage to maintain a lead in this regard as we do with other strategic resources like gold and oil?
Adm. Paparo: Sir, our interest in Bitcoin is as a tool of cryptography, a blockchain, and reusable proof of work as an additional tool to secure networks and project power. And so, I think this protocol is here to stay. I think the computer science of it has direct implications for the projection of power—not financial, but from a computer science standpoint—from the securing of networks. And so, I am supportive of those applications. All instruments of national power are important, but from the military application standpoint, my interest in Bitcoin is as a computer science tool as a projection of power.
Rep. Gooden: I appreciate that. I agree with you, and I'd also like to hear your thoughts on monetary competition over the coming decades. What role does Bitcoin play in spreading digital property rights?
Adm. Paparo: Well, you know, people use Bitcoin today, right now, to protect their own digital property, and that's the reusable proof-of-work protocol that's combined with blockchain for accountability and cryptography for security. And so, that's the role that I see for it. I see direct national security implications, and then I'm supportive of anything that maintains our own dollar dominance worldwide.
Rep. Gooden: I appreciate that. Do you think we're adequately prepared to counter China's strategic direction regarding digital assets?
Adm. Paparo: I think that our recent act with the GENIUS Act is a great step forward that moves us in that direction.
Rep. Gooden: Lastly, I'll ask you as we continue to craft the NDAA, what authorities and resources does INDOPACOM need to address in respect to the national security dimensions of digital assets?
Adm. Paparo: Presently, we're in experimentation, so I'll give you a deeper look into that. Presently, we have a node on the Bitcoin network right now. We're not mining Bitcoin. We're using it to monitor, and we're doing a number of operational tests to secure and protect networks using the Bitcoin protocol.

New Gooden Bill Cuts Taxes for Public-Sector Retirees

WASHINGTON – Today, Congressman Lance Gooden (TX-05) introduced the No Tax on Restored Benefits Act, legislation to ensure public-sector retirees are not subject to an unexpected tax burden on benefits restored by the Social Security Fairness Act (SSFA).
Following the repeal of the Windfall Elimination Provision and Government Pension Offset in the SSFA, millions of public servants began receiving long-overdue, retroactive lump-sum Social Security payments. However, these payments are being treated as ordinary taxable income for the 2025 tax year, creating an unexpected, steep tax burden for these retirees.
The No Tax on Restored Benefits Act fixes this by creating a special gross income tax exclusion for retroactive payments associated with the SSFA during 2025, ensuring retirees are not penalized for finally receiving benefits they earned decades ago.
"Our public-sector retirees worked their whole lives to serve and improve our communities. The No Tax on Restored Benefits Act guarantees that they keep every dollar of the benefits they have rightfully earned," said Rep. Gooden.
The bill is cosponsored by Chellie Pingree (ME-01) and has received support from the Texas Retired Teachers Association, the International Association of Chiefs of Police, the National Association of Police Organizations, the National Fraternal Order of Police, the International Association of Fire Fighters, and National Narcotic Officers' Associations' Coalition.
"For hundreds of thousands of Americans, the bipartisan Social Security Fairness Act was truly transformative, ensuring they received the benefits they deserved. But it was never intended to saddle widows, low-income seniors, and dedicated public servants with an unexpected tax bill. The No Tax on Restored Benefits Act addresses this problem in a fair, commonsense way—by protecting people who were previously below the taxation threshold from being unfairly punished because of a one-time, retroactive increase in their earned benefits," said Rep. Pingree.
"In 2024, Congress proved that it understood the detrimental impact the Windfall Elimination Provision (WEP) and the Government Pension Offset (GPO) had on public servants' Social Security retirement benefits when it permanently repealed these harmful provisions as part of the Social Security Fairness Act. Now, these same retirees are facing a large tax bill on those same benefits Congress worked to restore. The No Tax on Restored Benefits Act honors Congress's intent in repealing the GPO and WEP and will ensure no public servant will continue to be penalized simply because they chose public service. We stand with Representative Gooden in support of this important bill and thank him for standing up for our nation's public safety community," said Bill Johnson, Executive Director, National Association of Police Organizations.

Gooden Introduces Legislation to Strengthen U.S. Exports and Manufacturing
Position: Congressman Gooden introduced bipartisan legislation to clarify U.S. trade law and remove regulatory barriers that prevent goods produced in foreign-trade zones from being exported duty-free to Mexico and Canada under USMCA, arguing this will strengthen manufacturing and protect American jobs.
WASHINGTON, D.C. – Today, Congressman Lance Gooden (TX-05) introduced the Foreign-Trade Zone Export Enhancement Act of 2025, bipartisan legislation that will strengthen U.S. manufacturing, promote exports to key trading partners, and protect American jobs.
The bill clarifies U.S. trade law to ensure goods produced in U.S. foreign-trade zones (FTZs) can be exported duty-free to Mexico and Canada under the U.S.-Mexico-Canada Agreement (USMCA)—even when those goods include imported parts or materials.
"American manufacturers should never be punished for building here at home," said Congressman Gooden. "This bill cuts red tape, boosts U.S. exports, and strengthens trade with Mexico and Canada to keep good-paying jobs in America."
Amends the Foreign-Trade Zones Act (19 U.S.C. 81c) to create a new tariff classification ensuring duty-free export eligibility for qualifying goods produced in U.S. FTZs.
Requires CBP to implement clear, uniform regulations within 90 days of enactment.
Prevents arbitrary rule changes or reclassifications that could disrupt U.S. manufacturing or export operations.
The bill is co-led by Rep. Vicente Gonzalez (TX-34) and cosponsored by Reps. Monica De La Cruz (TX-15), Virginia Foxx (NC-05), Mike Kelly (PA-16), and Vern Buchanan (FL-16).
"For the United States to remain competitive abroad and create new jobs at home, we must remove bureaucratic red tape that disrupts the flow of goods and increases costs for American manufacturers," said Congressman Gonzalez. "This bipartisan bill will help clarify duties and strengthen our supply chain by ensuring that manufacturers operating within an FTZ are treated fairly. It will also ensure that FTZs, including the Port of Brownsville, one of the consistently top-performing zones in our nation, can continue to expeditiously process merchandise through the South Texas region and ensure goods to our Mexican and Canadian trading partners are duty-free."
Additionally, the bill has received key industry support from the National Association of Foreign-Trade Zones.
"This legislation recognizes that U.S. manufacturers should not be penalized simply because they operate inside an FTZ," said NAFTZ President Jeff Tafel. "We commend Reps. Gooden, Gonzalez, De La Cruz, Foxx, Kelly, and Buchanan for advancing a solution that strengthens American competitiveness and keeps the decades-long promise of the U.S. FTZ program."
