Congressman Garcia's statement explicitly supports expanding federal infrastructure funding for coastal pier repairs and increasing PROTECT Program funding for climate resilience. The Limit, Save, Grow Act of 2023 is a deficit-reduction bill that decreases discretionary spending across FY2024-FY2033 and rescinds unobligated COVID-relief funds—provisions fundamentally opposed to expanding federal infrastructure investment. Garcia voted against passage of this bill, which is consistent with his stated position favoring increased federal funding for coastal infrastructure.

Congressman Garcia's statement supports expanding federal infrastructure funding for coastal piers and increasing PROTECT Program funding for climate-resilient community infrastructure. The bill he voted for is a temporary extension of FAA aviation programs through March 2024, which addresses airport improvement grants and unmanned aircraft systems—not coastal pier infrastructure or the PROTECT Program. The vote is inconsistent with the stated position on the shared substantive question of federal funding for coastal pier resilience.

Congressman Garcia's statement expresses strong support for expanding federal infrastructure funding for coastal pier repairs and increasing PROTECT Program funding for climate resilience. However, he voted against passage of the Consolidated Appropriations Act, 2024, which included the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act—the vehicle through which such funding would typically be allocated. His no vote is inconsistent with his stated position supporting increased federal investment in coastal infrastructure and climate resilience.

The statement supports federal infrastructure funding for coastal community resilience, particularly through expanded pier funding and the PROTECT Program. The Water Resources Development Act authorizes Army Corps of Engineers projects for water infrastructure, flood/storm damage reduction, port/harbor maintenance, and ecosystem restoration—all aligned with coastal resilience and infrastructure investment. Garcia's YES vote on the bill is consistent with his stated position on expanding federal support for coastal infrastructure. However, the bill is a broad authorization of multiple water resources projects rather than a specific pier-focused measure, so the alignment is directional rather than precise.

The statement supports federal infrastructure funding for coastal pier repairs and climate resilience through the PROTECT Program. The bill is a broad Water Resources Development Act that authorizes Corps of Engineers projects and raises feasibility study cost caps. While both address federal infrastructure investment in water-related coastal/community projects, the bill does not specifically address piers or the PROTECT Program. The rep's yes vote on a water resources development bill is generally consistent with supporting federal coastal infrastructure investment, but the bill's specific provisions (feasibility studies, cost caps, project planning) differ from the statement's focus on pier funding and climate resilience programs.

Congressman Robert Garcia Introduces Bill to Upgrade Aging Piers and Invest in Coastal Communities

Position: Congressman Garcia supports expanding federal infrastructure funding to help coastal communities repair and upgrade aging piers, and increasing funding for the PROTECT Program to enhance climate resilience of community infrastructure.

WASHINGTON, D.C. – Today, Congressman Robert Garcia (CA-42) announced the introduction of the Piers Reinvestment Act to help coastal communities repair and upgrade aging piers by expanding access to federal infrastructure funding. Full text of the bill can be found here. “Off California’s coast and waters across the country, our piers are aging and underfunded, leaving local municipalities to bear the costs and risks from storms and climate change. Piers are crucial parts of our communities, from the small businesses they support to the local economies they help sustain. I’m proud to introduce this bill to give local governments the tools they need to invest in repairing, improving, and keeping their piers safe and open for all,” said Congressman Robert Garcia. The Piers Reinvestment Act would make piers eligible for federal grant funding through the Department of Transportation to help support local governments and coastal economies. It would also increase total funding for the Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (PROTECT) Program to support investments to make community infrastructure resilient to climate change, extreme weather, and sea level rise. Co-sponsors of the bill include Congresswoman Julia Brownley, Congressman Salud Carbajal, Congressman Ted Lieu, Congressman Scott Peters, and Congresswoman Linda Sánchez. ### Issues: Defending our Oceans, Beaches, and Wetlands

Congressman Robert Garcia Statement Following Roundtable Discussion with Epstein Survivor, Long Beach Resident Annie Farmer

Position: Congressman Garcia calls on the Trump administration and Attorney General Bondi to comply with the Epstein Files Transparency Act and release withheld documents to Congress and the public, arguing the current withholding constitutes a cover-up that denies justice to survivors.

LONG BEACH, CA – Today, Congressman Robert Garcia (CA-42) released the following statement after hosting a roundtable discussion with Annie Farmer, a resident of Long Beach who survived Jeffrey Epstein’s sexual abuse when she was a teenager, on the work of the House Oversight and Government Reform Committee to release the Epstein files and the importance of securing justice for all survivors. “Annie Farmer is a hero who deserves justice and I’m so glad that so many women are hearing her story,” said Congressman Robert Garcia. “President Trump and Attorney General Pam Bondi need to finally follow the law, release the files, and end this White House cover-up. We will not stop fighting until we get the truth for the American people and the justice these survivors deserve.” Last September, Congressman Garcia was joined by Farmer in Long Beach in demanding the full release of the Epstein files. The Epstein Files Transparency Act mandates the release of the Epstein files to the public, but prevents the release of files pertaining to an “active investigation.” The Department of Justice (DOJ) has only released 3.5 million documents out of the total 6 million documents collected by the Department pertaining to Jeffrey Epstein. Attorney General Bondi has failed to comply with the separate, bipartisan House Oversight Committee subpoena issued in August 2025, requiring the release of the complete, unredacted files to the Committee, and as the DOJ under her leadership continues to illegally withhold and conceal Epstein file materials from Congress. ### Issues: Defending Democracy

Congressman Robert Garcia Statement Following Supreme Court Decision Striking Down President Trump’s Destructive Tariffs

Position: Congressman Garcia opposes broad tariff policies, characterizing them as reckless and harmful to consumers, small businesses, and the economy. He welcomes the Supreme Court's decision striking down the tariffs and calls for policies that reduce costs for families.

LONG BEACH, CA – Today, Congressman Robert Garcia (CA-42) released the following statement after the Supreme Court struck down President Trump’s global tariffs, which raised costs for small businesses, consumers, and families. “Donald Trump has caused chaos globally with his reckless tariff policies that have raised prices and impacted America’s ports,” said Congressman Robert Garcia. “The Supreme Court has made it clear that these tariffs are illegal and harming consumers. It’s time to move forward and bring costs down for families.” As co-chair of the Congressional Ports Opportunity, Renewal, Trade, and Security (PORTS) Caucus, Congressman Garcia has been focused on reducing costs and protecting small businesses and working families from tariff impacts. Last May, Congressman Garcia hosted a press conference at the Port of Long Beach to address the major damage and chaos to the economy caused by President Trump’s tariffs. ### Issues: Defending Democracy

Congressman Robert Garcia and Senator Ed Markey Reintroduce International Human Rights Defense Act Following Supreme Court’s Rejection of Challenge to Gay Marriage

Position: The release advocates for the International Human Rights Defense Act, which would direct the State Department to monitor and respond to violence against LGBTQ+ people worldwide, establish a Special Envoy for LGBTQ+ policies, and create a comprehensive plan to combat discrimination and hate-motivated attacks against LGBTQ+ communities globally.

Washington, D.C. – Today, Congressman Robert Garcia (CA-42) and Senator Ed Markey (D-MA) reintroduced the International Human Rights Defense Act (IHRDA) following the Supreme Court’s rejection of a challenge to the constitutional right to same-sex marriage. This bill would direct the State Department to monitor and respond to violence against LGBTQ+ people worldwide, while creating a comprehensive plan to combat discrimination, criminalization, and hate-motivated attacks against LGBTQ+ communities. The bill would also formally establish a Special Envoy to coordinate LGBTQ+ policies across the State Department; a role that has been vacant under the Trump Administration. Full text of the bill can be found here. “The fact that same-sex marriage was challenged here in the United States shows that equality is never something we can take for granted,” said Congressman Robert Garcia. “LGBTQ+ people here at home and around the world continue to face escalating violence, discrimination, and rollbacks of their rights, and we must act now. This bill will stand up for LGBTQ+ communities at home and abroad, and show the world that our nation can be a leader when it comes to protecting dignity and human rights once again.” “We must recommit the United States to the defense of human rights and the promotion of equality and justice around the world,” said Senator Ed Markey. “It is as important as ever that we stand up and protect LGBTQ+ individuals from the Trump administration’s cruel attempts to further marginalize this community. I will continue to fight alongside LGBTQ+ individuals for a world that recognizes that LGBTQ+ rights are human rights.” This bill has been endorsed by Human Rights Campaign, Rainbow Railroad, American Jewish World Service, Amnesty International USA, CenterLink, Equality California, Fenway Health, Foreign Policy for America, FORGE, Inc., Health GAP, Human Rights First, Immigration Equality Action Fund, International Institute on Race, Equality, and Human Rights, Lambda Legal, LGBT Tech, Movement Advancement Project, National Council of Jewish Women, Oasis Legal Services, ORAM - Organization for Refuge, Asylum, and Migration, Outright International, PFLAG National, Planned Parenthood Federation of America, and The Cancer Network. As the first gay immigrant in Congress, Congressmember Garcia has always fought to protect the LGBTQ+ community. Earlier this year, Congressman Garcia demanded answers from the Trump Administration on its deportation of Andry Hernández Romero, a gay Venezuelan makeup artist sent to a prison in El Salvador under false claims of affiliation with a criminal gang. Last year, Congressman Garcia took action to address federal officials by asking them to help protect LGBTQ+ people from violence during Pride month in response to threats from anti-Pride extremists. Last Congress, Congressman Garcia demanded that the Pentagon resolve cases of LGBTQ+ people dishonorably expelled from the military under “Don’t Ask, Don’t Tell.” Congressman Garcia introduced the International Human Rights Defense Act as his inaugural bill in the 118th Congress to enshrine global protections for LGBTQ+ people in US law and foreign policy and reaffirm the U.S.’s role in protecting and promoting LGBTQ+ rights. ### Issues: Defending Democracy Expanding Protections for the LGBTQI+ Community
