WASHINGTON — Speaker Johnson delivered remarks today after House Republicans ended the Democrat DHS shutdown and passed a budget resolution to fund immigration enforcement and border security for 3 years – preventing future Democrat attempts to reopen the border and halt the removal of criminal illegal immigrants. House Republicans also this week passed legislation to reauthorize FISA Sec. 702 and the Farm Bill – for the first time in 8 years – to deliver relief and certainty for rural America. “Ultimately, the sad and actually shocking truth is there's not a Democrat in the House or the Senate that believes border security and immigration enforcement should exist at all,” Speaker Johnson said. “By word and deed, Democrats have made clear their desire to defund both of those critical functions of our government.” Watch Speaker Johnson’s full remarks here. Below are Speaker Johnson’s remarks as delivered: I'm really glad to tell you that House Republicans pulled together and delivered some major pieces of legislation and huge priorities for the country in the last few days. Let me give you a couple of examples. We passed the Farm Bill, as you know, a major achievement, delivering real relief and certainty for our rural America and for all Americans. But this is the first time Congress has done that since 2018. Been quite a while, but we got it done. We've also made certain that the House is going to be able to have an up or down vote on the date certain on the E15 issue, which is, you know, is a big priority for a lot of our members here in the Chamber. And most importantly, of all the things we got done this week, we've got the budget resolution passed. This is very, very important because that will ensure that border security and immigration enforcement will continue today and well into the future. Despite Democrat attempts to reopen our border and protect criminal illegal aliens from removal, the net result of passing our reconciliation bill is that ICE and CBP are funded for three years. And Democrats got absolutely nothing for their political charade and shenanigans out of that. We repeatedly offered in good faith – I want to point out and remind everybody – to negotiate on funding these agencies. Ultimately, the sad and actually shocking truth is there's not a Democrat in the House or the Senate that believes border security and immigration enforcement should exist at all. By word and deed, Democrats have made clear their desire to defund both of those critical functions of our government. We also passed the FISA reauthorization to ensure that the Administration is armed with the best possible intelligence to continue eliminating terrorists and defending our homeland. We pray that the Senate can now pass our FISA bill as quickly as possible, and, you know, they're deliberating over that right now. Now, I just want to say this. Sometimes the process around here is cumbersome; that's the way this works. But in spite of our razor thin, historically small majority, House Republicans continue to deliver for the American people. We’ll continue to do that for the remainder of the year, and that is a large reason why we are going to win the midterms so that the grownups can stay in charge here.

WASHINGTON — This morning, at the weekly House GOP Leadership press conference, Speaker Johnson highlighted House Republicans’ legislation this week to continue cutting red tape and dismantling burdensome energy regulations. Speaker Johnson also discussed the path forward to bring an end the Democrat DHS Shutdown and to reauthorize FISA Sec. 702. “The production of American energy is now directly related to national security. The need and the demand for energy is rising dramatically because of AI and all of these other necessities that we have in the economy. And we’ve got to provide for it,” Speaker Johnson said. On House Republicans’ efforts to cut regulations and reestablish American energy dominance: We're going to pass two pieces of legislation that are going to build specifically on President Trump's work to restore America's energy dominance. The Reliable Federal Infrastructure Act rolls back an outdated and inefficient green energy mandate on federal buildings and military installations, which will allow agencies to pursue efficient, cost-effective energy solutions that meet their needs. What a concept. The second one, the HEATS Act, is going to help unlock American geothermal production. This is reliable renewable energy that has huge potential for diversifying America's energy supply. This legislation will remove unnecessary permitting hurdles and help deliver on Republicans’ commitment to an all-the-above approach to affordable American energy. And we've got to provide for it. So, it's an all-the-above and that's what this legislation reflects. Finally, as Leader Scalise was noting the FIRE Act and the ESA Amendments Act will streamline and clarify environmental regulations, encouraging responsible fire management and the protection of America's diverse wildlife, while removing costly and unclear mandates that unfairly penalize good faith actors. It's common sense. That is the theme here. We're going to cut red tape and do the right thing, and the Congress is leading on this. On ending the Democrat DHS Shutdown: And that's why through a targeted and narrow reconciliation process, we will fully fund the agency, including ICE and CBP, for three years into the future. This is great news for every American who supports secure borders and safe communities and chaos free airports. In the coming days, the House will be working closely with the Senate as they commence on that reconciliation process. And it should not be forgotten that Democrats have shut down this, the third largest department of the federal government with all of its 10 agencies charged with keeping everybody safe. And they did that for political purposes. They've kept it shut down for over two months. Now we're on day 65. It's the longest in history because they'd rather reopen the border than pay our hardworking men and women of our law enforcement. They would rather defund the police than pay our TSA workers at the airport. They would rather endanger the American homeland than fund basic immigration enforcement. I've said it before; I'll say it again. You heard the theme here this morning. You'll hear it all the way through the election cycle. Our politics have now entered a new era. It's called common sense versus crazy. Republicans return to common sense versus Democrats just madness. This shutdown is a shameful episode in the history of the Democrat Party. This is not our father's Democrat Party. Watch what happens. We administered the oath to a Member last night who has some, some pretty Far-Left positions. We expect more of that to come from that party, and it's not where the American people are. And it's yet another example of their preference for open borders and dangerous communities over the safety and security of American citizens. On reauthorizing FISA Sec. 702: The House will pick up where we left off on reauthorizing FISA, Section 702. It's must-pass legislation. We've talked about it here before. It preserves the Trump Administration's ability to kill terrorists and to prevent attacks on our homeland. This provision of law was created after 9/11. And frankly, one of the reasons we've not had another 9/11 on our shores is because we have this important tool. Congress was able to pass a short-term extension of Section 702 last week, and we're going to continue to work out a longer-term extension. We're confident that we'll be able to find strong, bipartisan consensus that builds off of the really meaningful reforms that we included in the legislation the last time we authorized it. We did that in 2024. 56 reforms, and they're working just as we planned. Those were successful because that was a sensible set of changes. Countries like Russia and China are waging new forms of cyber and intelligence warfare. And of course, as Iran and its proxies threaten the US and our allies, it just bears repeating that this is no time to degrade in any way our ability to protect the homeland and our people. And this is an essential piece of that, an essential component, and failure on it is just simply not an option.

WASHINGTON — This afternoon, Speaker Johnson and Leader Thune released a joint statement announcing a path forward to fully fund the Department of Homeland Security – including CBP and ICE – and end the record-long Democrat shutdown. “We appreciate and share the President’s determination to once and for all bring an end to the Democrat DHS shutdown. “In the coming days, Republicans in the Senate and House will be following through on the President’s directive by fully funding the entire Department of Homeland Security on two parallel tracks: through the appropriations process and through the reconciliation process. “We appreciate that Senator Graham and the Senate Budget Committee have already initiated the process of developing a budget resolution that will ensure border security and immigration enforcement will be funded for the balance of the Trump Administration and insulated from future attempts by the Democrats to defund those agencies. “We operated under a belief that while our country is in the midst of an international armed conflict, Democrats might finally come to their senses and understand that defunding our homeland security agencies is beyond reckless and very dangerous. WASHINGTON — This morning, Speaker Johnson joined Fox and Friends in studio to preview a new ‘No Tax on Tips’ video and discuss how Republicans' Working Families Tax Cuts delivers historic tax relief for millions of tipped workers and hardworking American families nationwide. Speaker Johnson also discussed Democrats' continued demands to defund border security and immigration enforcement amid their record-long DHS shutdown. "The Big Beautiful Bill, the Working Families Tax Cuts, was written for lower- and middle-class earners — for the people who get up and start working before the sun rises and goes home after it sets to feed their families,” Speaker Johnson said. “This is real money for real people. Bob is a great example. He's an Uber driver. He's going to save so much money this year. And everybody who works in a tipped job, they pay zero taxes now. Lawrence, in the first $25,000 of their tipped income for the average American that does those jobs, that's about $1,300 more in their pocket. You talk about millions of Americans. I mean, here in New York, a half a million people worked in tip jobs. The Pew Research Center says about 43% of Americans have done that at some stage in their life. So, this is real money for real people. Overall, you're talking about $191 billion in additional refunds because of our legislation and about $30 billion less in withholding. Real money for real people. Every Republican in Congress voted for that, and every Democrat voted against it. On Democrats refusing to fully fund DHS: We passed the bill, the full funding bill, a CR for eight weeks. Clean, nonpartisan, no tricks on that at all, just to keep the whole Department of Homeland Security funded for eight weeks so the parties can work out the differences. We thought that would be passed by unanimous consent on Monday, and it didn't happen in the Senate. And so, we've got a dilemma. The outrage and the reason we were so upset, Lawrence, is because they sent us a bill that literally put the number zero in the bill for the funding of border security and customs and immigration enforcement. We can't do that. That was the biggest issue in the 2024 election. And it's outrageous to us just in those two agencies, CBP and ICE, you're talking about 98,000 hardworking Americans, self-sacrificing, people who have to pay their mortgages and, and put food on the table. They wanted to zero them out. We cannot be a part of that. So, we're calling on everybody. Look, the House Members are in their districts working right now. We can bring them back on a moment's notice for a vote. The Senate has to do their job and help us on this heavy lift. We have to get the government funded, and they're playing games with real people's lives.
