Position: The representatives introduced legislation to nullify the Trump Administration's expanded Global Gag Rule, which restricts U.S. foreign aid to organizations that provide, promote, or discuss abortion services or serve LGBTQ+ communities. WASHINGTON, D.C. – U.S. Reps. Grace Meng (D-NY) Chair of the Reproductive Freedom Caucus International Women’s Rights Task Force, Lois Frankel (D-FL) Ranking Member of the House Appropriations Subcommittee National Security, Department of State, and Related Programs, Diana DeGette (D-CO), Co-Chair of the Reproductive Freedom Caucus, Pramila Jayapal (D-WA), Co-Chair of the Congressional Equality Caucus Transgender Equality Task Force, Sara Jacobs (D-CA), Co-Chair of the Democratic Women’s Caucus Member Services Task Force and Co-Chair of the Congressional Equality Caucus Transgender Equality Task and Gregory Meeks (D-NY), Ranking Member of the House Foreign Affairs Committee, introduced the Protecting Human Rights and Public Health in Foreign Assistance Act, legislation that will nullify the Trump Administration’s radical, unprecedented expansion of the Global Gag Rule (GGR). The Global Gag Rule prohibits international non-governmental organizations from receiving U.S. funding if they provide, promote, or even discuss abortion services, even in countries where abortion is legal. Although U.S. funds are already prohibited from being used for abortion overseas, the policy requires recipients to forgo any abortion-related activities—even when using their own, non-U.S. funds. It also restricts organizations from referring patients to providers for critical, and in many cases lifesaving, care. In January, the Trump Administration issued an unprecedented expansion of the Global Gag Rule through three final rules—without public comment—under a new framework titled “Promoting Human Flourishing in Foreign Assistance Policy.” These rules, “Protecting Life in Foreign Assistance,” “Combating Gender Ideology in Foreign Assistance,” and “Combating Discriminatory Equity Ideology in Foreign Assistance,” collectively represent an unprecedented expansion of the Global Gag Rule. Together, these radical and far-reaching policies effectively ban all foreign assistance unless recipients conform to anti-abortion, anti-DEI, and anti-trans policies. In addition to exporting far-right, anti-choice ideology around the world, the new policies also target the existence of minority and LGBTQ+ communities, that are often persecuted by America’s adversaries due to their acute vulnerability. By preventing organizations from directing outreach or healthcare services to these groups even in cases of disproportionate impact, these rules will prevent American foreign aid from reaching its full effectiveness, abandon at-risk communities in their times of greatest need, and give America’s adversaries expanded license to target these groups. “The Trump Administration’s crusade against healthcare and global aid is putting millions of lives at risk worldwide,” said Rep. Meng. “No one will flourish under the new Expanded Global Gag Rule. These policies weaponize foreign aid and will result in greater harm, particularly for women and girls, marginalized communities, and LGBTQI+ individuals. They should never have been implemented at all, let alone without even a basic public comment process. This legislation will reverse these dangerous policies. I’m proud to lead this effort with my fellow leaders in global health, reproductive freedom, equality, and foreign aid.” “Trump’s expanded Global Gag Rule turns nearly all foreign aid into a political loyalty test, dictating what partners can do with their U.S. and non-U.S. funding,” said Rep. I’m proud to join my colleagues in introducing this legislation to roll back these radical changes.” The expanded rules apply to all non-military U.S. foreign assistance, which totaled $39.8 billion in Fiscal Year 2024. Previous versions of the Global Gag Rule were limited to family planning and certain global health funding and applied only to foreign NGOs that provided or discussed abortion services. MENG VISITS METROPOLITAN DETENTION CENTER IN BROOKLYN

QUEENS, NY – U.S. Rep. Grace Meng (D-Queens) announced today that she visited the Metropolitan Detention Center (MDC) in Brooklyn where she toured the facility and met with two New Yorkers currently detained there by Immigration and Customs Enforcement (ICE) including New York City Council employee Rafael Rubio. The Congresswoman visited MDC Brooklyn in her capacity as the top Democrat on the House Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies, which is the Congressional panel that sets funding levels for the Department of Justice and Bureau of Prisons. MDC Brooklyn operates under the Bureau of Prisons. During the visit, Meng was briefed by MDC Brooklyn’s executive staff and other personnel. She toured numerous parts of the building including male and female housing units, the medical department, education department, library, visiting room, religious services department, and other areas. She also toured the portion of the facility where ICE detainees are being held, which is where she met with Rubio and a constituent from Queens. Rubio, 53, is a Venezuelan national and a data analyst for the City Council. He was detained in January following a routine asylum interview at an immigration center on Long Island. The constituent is an asylum seeker who was detained by ICE last month. “An important part of my job as a Member of Congress and the Ranking Member of the Commerce, Justice, Science Appropriations Subcommittee is to conduct oversight of government facilities and operations funded by Congress,” said Congresswoman Meng. “I visited MDC Brooklyn to conduct this oversight of the Bureau of Prisons and ICE and ensure that the New Yorkers who are incarcerated or detained there are being treated humanely and fairly as the law requires. I continue to strongly oppose the vast overreach of the Department of Homeland Security across the country and in New York – which brought ICE to MDC Brooklyn. Grace Meng (D-NY) released the following statement following yesterday’s antisemitic terrorist attack at Temple Israel in West Bloomfield, Michigan: "As millions of Jewish people around the United States and the world gather for Shabbat, I join them in prayer for peace and safety. Yesterday’s attempted attack at Temple Israel in West Bloomfield, Michigan, was more than an antisemitic act of terror. It was an attack on Jewish life in America and all people of faith. Reports indicate the suspect was armed with a rifle and his car contained mortars and potentially other explosives. Had it not been for the bravery of one security guard, hundreds of children could have been killed. My office has been in touch with NYPD to make sure all proper security measures are in place for our city. As the top Democrat on the House appropriations subcommittee that funds federal law enforcement, public safety is my top priority, and I will work with anyone to advance it. I have requested a briefing with the FBI to ensure our law enforcement agencies are responding appropriately in this heightened threat environment. RANKING MEMBER MENG RAISES CONCERNS ABOUT KASH PATEL’S FIRING OF IRAN COUNTERINTELLIGENCE AGENTS LEADING UP TO WAR IN IRAN

WASHINGTON, D.C. – U.S. Representative Grace Meng (D-NY), Ranking Member of the House Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies, sent a letter to Federal Bureau of Investigation (FBI) Director Kash Patel raising concerns about his decision to fire several agents from the Bureau’s top Middle East counterintelligence unit just days before U.S. military operations began against the Islamic Republic of Iran. Recent reports allege that Director Patel personally ordered the termination of multiple agents and staff from CI-12, the FBI’s elite counterintelligence division responsible for tracking threats originating from Iran and other parts of the Middle East. The reports come amidst concerns raised by national security and intelligence community analysts that Iranian sleeper cells—groups of undercover agents—could increase activity across the United States in response to Operation Epic Fury. According to reports, each of the dismissed employees had previously been involved in the investigation into President Trump’s handling of classified documents at Mar-a-Lago. One of the functions of CI-12 is to investigate mishandling of classified documents, in addition to counterterrorism and counterintelligence. “At this tense moment, Americans deserve to know our law enforcement agencies are doing everything in their power to keep them safe. I am deeply concerned by Director Patel’s decision to fire these public servants who were elite agents conducting irreplaceable counterintelligence, especially in the wake of Operation Epic Fury,” said Ranking Member Meng. “His pattern of political retaliation undermines our national security. The State Department has advised Americans in 15 Middle East countries and territories to leave due to serious safety risks, and the agency has instructed them to depart using commercial transportation. But with airlines cancelling commercial flights out of the region, and airports there closed, most Americans are unable to book a trip home. The State Department has announced charter flights from just three of the countries on the list. The letter to Rubio, which is signed by 61 Members of Congress (including Meng and Lieu), calls for charter flights, military operations and all other resources at the State Department’s disposal to be used to bring Americans back to the U.S. safely and quickly. It also asks the Department to issue updated guidance including making sure Americans know what expenses they are responsible for in the case of evacuation. In addition, the correspondence criticizes the Administration for failing to have an evacuation plan already in place. “So many Americans want to desperately return home from the Middle East but are unable to do so,” said Meng, “The State Department needs to step up and help them. Three days after the war began, the Department says it’s finally working on it. But it should have already had a plan in place, and now must immediately come up with one to evacuate these stranded Americans, just like other countries are doing for their citizens. This needs to happen at once and I urge the State Department to act as fast as possible.” “The Trump Administration has totally failed at planning how they were going to keep Americans caught in this conflict safe and get them out of harm’s way,” said Lieu. “The State Department has a responsibility to help Americans get home but has so far come up short, leaving United States citizens to fend for themselves. The Congresswoman also criticized her Republican colleagues’ refusal to extend the Affordable Care Act (ACA) tax credits that expired this past December 31st and pushed for them to be renewed. In addition, she voted for the legislation passed by the House last month that would restore the tax credits for three additional years. The measure has not been passed by the Senate. These ACA subsidies help approximately 22 million Americans afford the health insurance they purchase from federal and state marketplaces. The State of the Union is scheduled to begin at 9 p.m. tomorrow (on Tuesday) inside the House Chamber at the U.S. Capitol in Washington, D.C.

MENG INTRODUCES LEGISLATION ADDRESSING USE OF DEADLY FORCE BY FEDERAL LAW ENFORCEMENT

Position: Rep. Meng supports legislation that would codify the Department of Justice's deadly force policy into federal law to establish uniform use-of-force standards and accountability requirements for federal law enforcement officers, including immigration officers.

WASHINGTON, D.C. – U.S. Rep. Grace Meng (D-NY), Ranking Member of the House Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies, announced the introduction of the Uniform Standards for Federal Law Enforcement Act, a bill that would place into law a clear use of force policy for federal law enforcement. This legislation would codify the Justice Department’s own Deadly Force policy, found in the Department’s Policy on Use of Force which was updated in May 2022 and adopted by law enforcement agencies across the federal government. This bill would set equally high standards and ensure accountability for federal law enforcement officers, including immigration officers, any time they used force that led to the loss of human life. “Department of Homeland Security agents are terrorizing schools and small businesses, racially profiling people, tearing children from their parents, and killing Americans. Congress cannot allow them to continue to operate this way without real oversight or accountability, and Democrats have come to the table with proposals that both safeguard everyone’s constitutional rights and protect public safety,” said Congresswoman Meng. “The tragic shootings of Renee Good and Alex Pretti, along with the lack of transparency and dishonesty from both DHS and DOJ, have shown that politically motivated agency leaders cannot be trusted and that Congress must set clear guardrails. As the top Democrat of the Appropriations Subcommittee that funds the Department of Justice, the bill I am introducing supports these reasonable proposals by turning the DOJ’s existing deadly force policy into law. This should not be controversial. I am prepared to work with my colleagues on both sides of the aisle to ensure that this commonsense reform becomes law.” This legislation would help address use-of-force standards that House and Senate Democratic Leaders Hakeem Jeffries and Chuck Schumer highlighted in their letter to Speaker Mike Johnson and Senate Majority Leader John Thune, which outlined Democrats’ demands in the Department of Homeland Security (DHS) funding bill currently under negotiation. The House Appropriation Subcommittee on Commerce, Justice, Science, and related agencies oversees funding for several federal agencies, including the Department of Justice.
