Rep. McDonald Rivet Helps Pass Farm Bill Through House of Representatives

Position: Rep. McDonald Rivet supports the Farm Bill that passed the House, highlighting improvements to crop insurance and specialty crop support. She expresses concern about $200 billion in food assistance cuts and commits to fighting to restore SNAP funding.

WASHINGTON— Today, Congresswoman Kristen McDonald Rivet (MI-08) released the following statement after helping pass the Farm Bill through the U.S. House of Representatives. “Family farmers have worked for years with outdated policies that make no sense for the problems they’re facing today. Reckless tariffs, out-of-control costs, and the war in Iran have only made things worse. They can’t afford to wait while Washington drags its feet any longer. This Farm Bill critically improves crop insurance, specialty crop support, and much more. I hope the Senate takes it up quickly to deliver for Michigan farmers. “I’m particularly excited about two bipartisan solutions we fought to get into this bill. Our American Farmland Act will keep foreign adversaries, like China, from buying up American land, and our hot chicken amendment changes a ridiculous rule that stopped SNAP benefits from buying hot rotisserie chicken, a staple in any household. “While this bill is an important step forward for Michigan growers, it’s far from perfect. I remain very worried about the extreme $200 billion in food assistance cuts that Republicans passed in their ‘Big Beautiful Bill,’ and so long as I’m in Congress, I am going to fight to restore SNAP funding and make sure working people can feed themselves and their kids.” As a member of the U.S. House Committee on Agriculture, Congresswoman McDonald Rivet also helped pass the Farm Bill through committee. She also secured many key provisions in the final version of the bill which passed the House, including… The HOT Rotisserie Chicken Act which allows families to buy hot rotisserie chicken through the Supplemental Nutritional Assistance Program (SNAP). The FARMLAND Act which protects American farmland from foreign adversaries by authorizing the Committee on Foreign Investment in the United States to review all purchases or leases of American farmland by foreign entities that exceed $5,000,000 or 320 acres. The Biomanufacturing and Jobs Act which strengthens markets for American farmers to sell their goods, and solidifies the United States’ role as a global leader in biomanufacturing. The Investing in Rural America Act which improves the Community Facilities Loan and Grant Program to strengthen access to capital in rural communities. The Crop Insurance for Future Farmers Act which strengthens and extends access to crop and livestock insurance programs for beginning farmers. A provision which ensures Head Start providers can continue serving rural families under the Expanding Rural Child Care Initiative. Michigan Farm Bureau President Ben LaCross said the following about the Farm Bill: “Michigan Farm Bureau thanks House Ag Committee member Rep. Kristen McDonald Rivet for her crucial support of this landmark bill and for her vote to pass it to the full House. We look forward to working with her and other members of Congress to pass this new farm bill and help farmers continue to provide the food, fiber, and renewable fuel our country and world depend on.”

Reps. McDonald Rivet, Crawford Introduce Bill to Allow SNAP Families to Buy Hot Rotisserie Chicken

Position: Representatives McDonald Rivet and Crawford introduced legislation to allow SNAP recipients to purchase hot rotisserie chicken, arguing the current restriction is arbitrary and that making hot chicken SNAP-eligible would reduce costs and time burden for low-income families without increasing taxpayer expense.

WASHINGTON— Congresswoman Kristen McDonald Rivet (MI-08) and Congressman Rick Crawford (AR-01) introduced the bipartisan Healthy Obtainable Tasty (HOT) Rotisserie Chicken Act. This bill would allow families to buy hot rotisserie chicken through the Supplemental Nutritional Assistance Program (SNAP). “As a mom who put dinner on the table every night, I can’t tell you how many times a hot rotisserie chicken has come to the rescue. It’s ridiculous for the government to tell working parents they can’t buy such a common staple for an affordable, quick, healthy meal,” said Congresswoman McDonald Rivet. “Making hot rotisserie chicken eligible for SNAP is common sense — making life a little easier for families struggling to make ends meet without costing taxpayers a single dime.” Under current SNAP rules, families are not allowed to purchase hot rotisserie chicken — a healthy, affordable, and convenient source of protein which typically costs $5-8 for an entire bird. However, when the same rotisserie chicken is chilled, and sometimes broken down at an upcharge, it then becomes SNAP eligible. The HOT Rotisserie Chicken Act would make hot rotisserie chicken eligible for purchase through SNAP, saving families time and cutting grocery costs. Other members introducing the bill include Representatives Bruce Westerman (AR-04), Shomari Figures (AL-02), Barry Moore (AL-01), Tony Wied (WI-08), Morgan McGarvey (KY-03), Eric Sorensen (IL-17), Steve Womack (AR-03), Derrick Van Orden (WI-03), Jim Costa (CA-21), Mark Harris (NC-08), Jen Kiggans (VA-02), Sarah McBride (DE-AL), Nathaniel Moran (TX-01), Blake Moore (UT-01), Andy Harris (MD-01), Gabe Vasquez (NM-02), and Gabe Evans (CO-08). Congresswoman McDonald Rivet is a member of the U.S. House Committee on Agriculture, which has jurisdiction over SNAP. The Congresswoman has championed access to food assistance for families in Michigan and across the country: In January, the Congresswoman introduced the Affordable Food and Energy Act of 2026 to reverse cuts to SNAP and energy assistance for low-income households. Also in January, the Congresswoman joined Members of the Agriculture Committee in unveiling the Farm and Family Relief Act, which would provide relief to families and states following last year’s devastating SNAP cuts. In November, the Congresswoman led Michigan Members of Congress in sending a letter to U.S. Department of Agriculture Secretary Brooke Rollins, fighting for hungry Michigan families following a threat to withhold SNAP funds from the State of Michigan. In October, during the federal government shutdown, the Congresswoman called on Secretary Rollins to use SNAP contingency funds to continue food assistance for families in Michigan and across the country. Last year, Congresswoman adamantly fought against legislation that slashed $200 billion from SNAP.

ICYMI: Congresswoman McDonald Rivet Introduces Game-Changing Tax Cut for Working Families

Position: Congresswoman McDonald Rivet introduced the Working Parents Tax Relief Act, which would expand the Earned Income Tax Credit to provide up to an additional $5,500 per child under age four for working families, projected to lift over 400,000 children out of poverty.

WASHINGTON— In case you missed it, Congresswoman Kristen McDonald Rivet (MI-08) introduced the Working Parents Tax Relief Act, a game-changing tax cut that would return to working parents up to an additional $5,500 per child under age four and lift hundreds of thousands of families out of poverty. NEW ANALYSIS New analysis from the Center on Budget and Policy Priorities found that the bill would lift more than 400,000 kids under the age of four out of poverty in 2026 alone — nearly a 20% reduction. Analysis from PolicyEngine shows this bill would cut taxes for over four million families, with nearly 75% of the benefit going to families with incomes under $50,000. Congresswoman McDonald Rivet Introduces Bill to Cut Taxes for Working Families by Thousands of Dollars Per Year

Position: Congresswoman McDonald Rivet introduced legislation to expand the Earned Income Tax Credit by providing up to $5,500 per child under age four for qualifying families, increase the maximum qualifying income threshold, and establish a monthly payment option for the benefit.

WASHINGTON— Today, with the support of a broad coalition of endorsers, Congresswoman Kristen McDonald Rivet (MI-08) introduced the Working Parents Tax Relief Act, a game-changing tax cut that would return to working parents up to an additional $5,500 per child under age four and lift hundreds of thousands of families out of poverty. Today, it is more expensive than ever to raise a family. With costs like housing, health care, and groceries rising across the board, and the cost of child care alone reaching an average of $28,000 per year, Congress needs to pass solutions that make it easier for working parents to afford their bills. The Working Parents Tax Relief Act helps by giving back up to $5,500 of their hard-earned dollars per child under four. The bill is the latest tax cut effort by Congresswoman McDonald Rivet, who led the effort in Michigan to pass the largest tax cut for working families in the state’s history. “Bringing home a baby is the most magical moment of a parent’s life, but it is also the most expensive. Parents with toddlers today are working harder than ever, but still find it impossible to keep up with the out-of-control costs of housing, child care, groceries, and so much more,” said Congresswoman McDonald Rivet. “We need to cut their taxes now. Our bill puts thousands of hard-earned dollars back in their pockets, helping parents keep up with their bills while raising their families.” While Republicans in Washington are focused on political stunts, like renaming a tax cut for billionaires a tax cut for working people, this is what an actual tax cut for working families looks like. The Working Families Tax Relief Act functions as an expansion of the Earned Income Tax Credit (EITC), the refundable tax credit for low- and moderate-income working Americans. In 2024 alone, the federal EITC lifted nearly 4.4 million Americans out of poverty, including 2.3 million children. The Working Parents Tax Relief Act would expand the EITC by… Providing a qualifying single or joint filer claiming the EITC up to an additional $5,500 per child under the age of four, for up to a maximum of three children. Increasing the maximum qualifying income for the EITC to nearly $100,000 if the filer has children under the age of four. Requiring the Treasury Department to create an optional monthly payment system for this EITC enhancement, so families can access their benefits throughout the year. Analysis from PolicyEngine shows this bill would cut taxes for over four million families and reduce the child poverty rate by 7% by 2035, with nearly 75% of the benefit going to families with incomes under $50,000. Congresswoman McDonald Rivet has a proven track record of successfully cutting taxes for working families. As a member of the Michigan state senate in 2023, she led the effort to pass the largest tax cut for working families in the state’s history, expanding Michigan’s match of the federal EITC from 6% to 30%. The impacts of that legislation were massive – in 2025 alone, 665,000 Michigan households received an average tax cut of $3,856 through the federal and expanded state EITC. The Working Parents Tax Relief Act is supported by Third Way, Detroit Regional Chamber, Americans for Tax Fairness, Chamber of Mothers, First Focus Campaign for Children, Economic Security Project Action, Center for Law and Social Policy, Flint & Genesee Chamber, Saginaw County Chamber of Commerce, Flint & Genesee Group, Children’s Foundation of Michigan, Single Family Living, Urban League of West Michigan, Feeding America West Michigan, Oakland Forward, Brilliant Cities, Anderson Economic Group, The Source, Lighthouse, Brightmoor Alliance, and the Accounting Aid Society. “Congresswoman McDonald Rivet’s bold new idea will help working families navigate the skyrocketing cost of raising young children,” Zach Moller, Senior Director of the Economic Program at Third Way. “The Working Parents Tax Relief Act of 2026 would deliver real relief for working- and middle-class parents, and Third Way applauds her leadership on affordability for families.” “This proposal would be life-changing for working households raising young children. The challenge that faces too many working families is the lack of sufficient income that can open doors of opportunity. It would empower parents to spend the money however best meets the needs of their family. It will be easy to apply and qualify, and a tax cut will benefit far more working families than any program could,” said Lou Glazer, President and Co-Founder of Michigan Future. “It also benefits employers. Providing a solution to three substantial impediments to working and working more: the difficulty of low-wage workers to pay for childcare; the benefit cliff; and the reality that far too many working households are shut out of benefits they are eligible for by a confusing and limited scale system of safety net programs.” “Being a parent is one of the most rewarding roles in the world—but in America, it’s also one of the most expensive. Families are drowning in costs, many of them tied directly to raising children,” said Erin Erenberg, CEO of the Chamber of Mothers. “Across our 48 Chamber of Mothers chapters around the country, we hear every day from moms who are stretched to the breaking point trying to make the math work. Making it more affordable—and more joyful—to raise children is core to our mission. The Working Parents Tax Relief Act would help ease the financial pressure on families during the years when they need it most.” “Parents are working harder and harder to get ahead in an economy that is becoming less and less affordable by the day,” said Bruce Lesley, President of First Focus Campaign for Children. “Families need a tax code that actually reflects our values, and goes further to support hard-working parents and their kids — that's why Congress should pass the Working Parents Tax Relief Act of 2026.”

Rep. McDonald Rivet Demands Urgent, Bipartisan Investigations Into and Consequences For Allegations Against Members of Congress

WASHINGTON— Today, Congresswoman Kristen McDonald Rivet (MI-08), along with 14 other battleground House Democrats, sent a letter to Speaker Mike Johnson and Minority Leader Hakeem Jeffries, urging them to conduct swift, bipartisan, and transparent investigations into four Members of Congress from both sides of the aisle over alleged ethics violations. “The allegedly criminal behavior and abuses of power by these Members of Congress are disgusting and so obviously unacceptable. Being in Congress does not mean you get to play by a different set of rules. If anything, we should be held to a higher standard,” said Congresswoman McDonald Rivet. “Allowing them to continue to serve with no consequences is exactly why hardworking people across the country have no trust in Congress. Enough is enough. The Ethics Committee needs to conduct public and thorough hearings into the allegations this week, and if they are true, we need to vote to expel them no later than next week.” The letter from the lawmakers reads, in part, “[Representatives Eric Swalwell (CA-14), Sheila Cherfilus-McCormick (FL-20), Cory Mills (FL-07), and Tony Gonzales (TX-23)] each face their own various ethical or criminal allegations that raise fundamental questions about each Members’ conduct and fitness to serve. We urge you to direct the House Ethics Committee to expedite their investigations into each of these matters with full transparency, including through public hearings. Where investigations have already reached conclusions, we call for prompt action. The full range of accountability measures must remain on the table, up to and including expulsion from the House. As the House returns to session this week, we urge you to take immediate action. “Protecting the integrity of the House of Representatives is of paramount importance. Public confidence in Congress is at a historic low, but it can be earned back through public accountability. We must demonstrate that no one is above the law and that serious misconduct will result in serious consequences.” A copy of the letter can be found here. Also signed on to the letter are Representatives Susie Lee (NV-03), Mike Levin (CA-49), April McClain Delaney (MD-06), Eugene Vindman (VA-07), Val Hoyle (OR-04), Steven Horsford (NV-04), Andrea Salinas (OR-06), Nikki Budzinski (IL-13), John Mannion (NY-22), Marie Gluesenkamp Perez (WA-03), Hillary Scholten (MI-03), Derek Tran (CA-45), Chris Deluzio (PA-17), and Marcy Kaptur (OH-09). Last year, Congresswoman McDonald Rivet outlined her plan to combat government corruption in Washington, including reforms for Members of Congress, the White House, and the Supreme Court.

Reps. McDonald Rivet, Turner Introduce Bill to Help Cover Health Care Costs for Delphi Retirees

Position: The representatives support extending the Health Coverage Tax Credit (HCTC) through 2030 to provide refundable health care tax credits for Delphi retirees and others whose pensions were taken over by the PBGC, arguing this helps offset healthcare costs for retirees who lost pension benefits through no fault of their own.

WASHINGTON— Today, Representatives Kristen McDonald Rivet (MI-08), Mike Turner (OH-10), Haley Stevens (MI-11), and Claudia Tenney (NY-24) introduced the bipartisan Health Coverage Tax Credit Reauthorization Act. This bill would extend refundable health care tax credits for Delphi Salaried Retirees and other retirees whose pensions have been taken over by the Pension Benefit Guaranty Corporation (PBGC). “Through no fault of their own, thousands of Michigan Delphi retirees were robbed of the retirements they earned. They did everything right — worked hard, played by the rules, saved. Now that they are retired, they shouldn’t have to go back to work to afford to see a doctor,” said Congresswoman McDonald Rivet. “Extending the Health Coverage Tax Credit will go a long way toward lowering health care costs for thousands of retirees in Michigan at a time when they really need it.” “The Health Coverage Tax Credit has been critical for Delphi Salaried Retirees and other Americans whose pensions and benefits were reduced through no fault of their own,” said Congressman Turner. “These men and women deserve certainty, stability, and access to affordable health care. This legislation extends that support and helps ensure they are not left behind, and I will continue to fight for this until it is returned to them.” During the Great Recession, car parts manufacturer Delphi faced bankruptcy and was then acquired by General Motors. As part of GM’s bailout, the PBGC took trusteeship of Delphi employees’ pensions, including for a group of 21,000 salaried employees. Ultimately, the restructuring led to some retirees losing as much as 70% of their vested benefits. The Health Coverage Tax Credit (HCTC) subsidizes more than 70% of the cost of health insurance premiums for individuals eligible for Trade Adjustment Assistance or who have had their defined-benefit pension plans taken over by the PBGC. The HCTC expired on December 31, 2021. The Health Coverage Tax Credit Reauthorization Act would renew the HCTC through January 1, 2030. In 2025, Congresswoman McDonald Rivet introduced the bipartisan Susan Muffley Act to restore the pensions of over 21,000 Delphi Salaried Retirees, including over 5,800 retirees in Michigan.

Rep. McDonald Rivet Leads Effort to Defend Michigan Jobs from China’s Unfair Trade Practices

Position: Rep. McDonald Rivet and Michigan colleagues urge the U.S. International Trade Commission to impose trade relief against Chinese MDI imports, citing unfair pricing practices that threaten domestic manufacturers and jobs.

WASHINGTON— Today, Congresswoman Kristen McDonald Rivet (MI-08) led Michigan Members of Congress in urging the U.S. International Trade Commission to protect American manufacturers and Michigan jobs in the methylene diphenyl diisocyanate (MDI) industry from unfair trade practices by the Chinese Communist Party. “For far too long, China has been flooding our markets with artificially cheap chemicals, threatening thousands of good-paying Michigan jobs,” said Congresswoman McDonald Rivet. “We can’t have it — it’s bad for not just our local economy, but also our national security. It’s time for America to get tough and stop the Chinese Communist Party from cheating our workers.” MDI is a critical raw material used in building materials, vehicle parts, furnishings, and insulation, essential to construction, manufacturing, wastewater treatment, and other major industries. MDI is crucial to a $35 billion market that supports nearly 60,000 American jobs, with thousands located in mid-Michigan. Joining Congresswoman McDonald Rivet in sending this letter are Representatives Debbie Dingell (MI-06), Haley Stevens (MI-11), Hillary Scholten (MI-03), and Shri Thanedar (MI-13). The letter from the lawmakers reads, in part, “For years, China has dumped MDI imports far below fair market value, forcing our producers to compete with artificially low prices and ultimately devalue American-made products. These unethical tactics not only undermine fair competition, destabilize American economic interests, and threaten our jobs but also undermine national security. If we do not produce MDI at home, our supply chains across critical sectors will become vulnerable to Chinese leverage. “We cannot afford to lose our domestic operations to foreign producers that take advantage of unfair practices to dismantle the U.S. industry. We urge the Commission to make an affirmative material injury determination to grant relief from these unfair trade practices and sustain U.S. domestic production and the workforce in Michigan and across the United States.” A copy of the letter can be found here.

Rep. McDonald Rivet, Agriculture Committee Members Demand Solutions to Skyrocketing Fertilizer & Food Prices Caused by the Iran War

Position: The representatives oppose the Administration's military action in Iran, arguing that the resulting closure of the Strait of Hormuz has caused fertilizer prices to spike, harming farmers and consumers. They call on the Administration to develop a plan to stabilize fertilizer prices.

WASHINGTON— Today, Congresswoman Kristen McDonald Rivet (MI-08), Ranking Member Angie Craig (MN-02), Vice Ranking Member Shontel Brown (OH-11), and members of the U.S. House Committee on Agriculture urged the Administration to take action to bring down fertilizer prices for farmers, which are skyrocketing due to the war in the Middle East. “The last thing family farmers need right now is another hit to their bottom lines, but the Administration’s war in Iran is sending their fertilizer prices skyrocketing right at the start of planting season,” said Congresswoman McDonald Rivet. “Our farmers simply cannot afford it, and families can’t afford to pay even more for groceries. The Administration needs to act to keep the cost crisis from getting worse.” Countries in the Middle East, including Saudi Arabia and Qatar, supply crucial ingredients for American fertilizer production. However, since the war in Iran has effectively closed the Strait of Hormuz, nations have been unable to transport these products to the United States. Fertilizer production facilities in the area have already begun to shut down, and fertilizer prices worldwide are skyrocketing, which will ultimately raise the prices of groceries in America. Joining Congresswoman McDonald Rivet, Ranking Member Craig, and Vice Ranking Member Brown on the letter to U.S. Department of Agriculture Secretary Brooke Rollins are Representatives David Scott (GA-13), Jim Costa (CA-21), Alma Adams (NC-12), Jahana Hayes (CT-05), Sharice Davids (KS-03), Andrea Salinas (OR-06), Jill Tokuda (HI-02), Nikki Budzinski (IL-13), Eric Sorensen (IL-17), Gabe Vasquez (NM-02), Jonathan Jackson (IL-01), Eugene Vindman (VA-07), John Mannion (NY-22), April McClain Delaney (MD-06), and Salud Carbajal (CA-24). The letter from the lawmakers reads, in part, “Now, when so many farmers are already being crushed by the weight of high input prices, this Administration’s war with Iran has caused fertilizer prices to increase exponentially… It has become increasingly clear that the Administration decided to initiate hostilities without considering the obviously foreseeable consequences this would have upon American agriculture and the global economy. “For our country’s farmers, the timing could not be worse. Farmers are in the early stages of planting season, and while some farmers may have locked in prices just before the war, others will be left paying untenable prices. The abrupt start of this war without the necessary planning for the economic fallout has left farmers, and all Americans, in a precarious position… Given that the President created this situation, we believe it is incumbent upon USDA and the broader Administration to present to our nation’s farmers an actionable plan to stabilize fertilizer prices.” A copy of the letter can be found here.

Congresswoman McDonald Rivet Leads Great Lakes Restoration Funding Bill Through House

Position: Congresswoman McDonald Rivet supports the American Water Stewardship Act, which reauthorizes funding for the Great Lakes Restoration Initiative and regional water quality programs through Fiscal Year 2031.

WASHINGTON— Tonight, Congresswoman Kristen McDonald Rivet (MI-08) celebrated leading the bipartisan American Water Stewardship Act through the U.S. House of Representatives by a vote of 378-32. This legislation, which Congresswoman McDonald Rivet and Congressman Pete Stauber (MN-08) passed through the U.S. House Committee on Transportation & Infrastructure in December, reauthorizes funding for the Great Lakes Restoration Initiative (GLRI) and several regional water quality programs nationwide. “For almost two decades, the Great Lakes Restoration Initiative has led the charge in preserving and restoring our country’s most precious natural resource and the lifeblood of Michigan’s economy – our Lakes,” said Congresswoman McDonald Rivet. “Representative Stauber and I put politics aside to protect them and support the hundreds of thousands of jobs that depend on them. We’re thrilled to see this commonsense step pass the House with over 370 votes, and we will keep pushing to make sure it gets signed into law.” The GLRI is the leading program to protect and restore the Great Lakes ecosystem, coordinating efforts across federal, state, and local partners. The program targets pollution and invasive species while restoring coastlines, habitats, and native species. Since its creation in 2010, the GLRI has provided more than $4.1 billion to fund over 8,100 projects throughout the Great Lakes region, directly supporting economic opportunity and protecting Michigan’s greatest natural resource. The GLRI is currently set to expire at the end of Fiscal Year 2026. The American Water Stewardship Act would reauthorize GLRI funding through Fiscal Year 2031 and reauthorize other important water quality and ecosystem restoration initiatives nationwide. Congresswoman McDonald Rivet is a member of the U.S. House Committee on Transportation & Infrastructure, which has jurisdiction over all U.S. waterways, and a member of the bipartisan Great Lakes Task Force, which advocates for the economic and environmental well-being of the Great Lakes. In January 2025, the Congresswoman introduced the Great Lakes Restoration Initiative (GLRI) Act of 2025 to reauthorize the GLRI, alongside Republican and Democratic members from Great Lakes states.
