WASHINGTON – U.S. Senators Dave McCormick (R-PA) and John Fetterman today introduced the Unmanned Autonomous Systems Strategy Act, legislation requiring the U.S. Department of War to develop a comprehensive, all-domain strategy for the rapid deployment, integration, and scaling of unmanned and autonomous systems (UAS) across the Indo-Pacific and the Western Hemisphere. The bill will help the Department of War accelerate the fielding of large numbers of capable, low-cost, AI-enabled drones. These systems have already transformed warfare in the air, on the surface, and undersea. Getting this strategy right is essential to maintaining the military superiority and deterrence the U.S. has long relied on. "Unmanned and autonomous systems represent the most disruptive shift in military technology since precision-guided munitions and stealth," said Senator McCormick. "We’ve seen their impact in Ukraine and across the Middle East. The nation that can field affordable, scalable autonomous systems fastest will have a decisive military advantage. America cannot afford to fall behind.” “Unmanned and autonomous systems are part of our lives right now with no strategy for deploying them where they matter most,” said Senator Fetterman. “Pennsylvania’s defense industry builds some of the best of these systems and we should be putting them to work to keep Americans safe—and this bill does that.” Specifically, core requirements of the comprehensive strategy under the Unmanned Autonomous Systems Strategy Act would include: In the Indo-Pacific, China has already built the world’s largest navy and is rapidly expanding its drone capabilities while investing heavily in anti-access and area denial systems designed to keep U.S. forces out of the region. The United States must rapidly field affordable, expendable autonomous systems capable of persistent surveillance, undersea operations, and long-range strike missions. Closer to home, drug cartels and transnational criminal organizations increasingly exploit maritime and air corridors across the Caribbean, Eastern Pacific, and U.S. coastal waters. Unmanned aerial systems can provide persistent surveillance at a fraction of the cost of manned aircraft and ships, easing pressure on U.S. military and Coast Guard resources. WASHINGTON – U.S. Senators Dave McCormick (R-PA) and Brian Schatz (D-HI) today introduced the bipartisan Increasing Opportunity for Reindustrialization Act, legislation to help communities redevelop former military installations by expanding eligibility for Qualified Opportunity Zone (QOZ) designation to include Base Realignment and Closure (BRAC) sites. Since 1988, the Department of War has conducted five rounds of BRAC, resulting in the closure or realignment of hundreds of military installations across the country. While many communities have worked to transition these properties to civilian use, former military installations often continue to face economic challenges, including job losses, declining tax revenues, and costly infrastructure needs. TheIncreasing Opportunity for Reindustrialization Act would create a new pathway for census tracts containing former military installations closed under BRAC authorities to be designated as Qualified Opportunity Zones. The legislation would allow states to nominate these areas for QOZ designation without counting them against the current cap on eligible Opportunity Zone tracts. “Former military installations have the potential to become engines of economic growth, manufacturing, and job creation,” said Senator McCormick. “This bipartisan legislation will give Pennsylvania communities the tools they need to attract private investment, support reindustrialization, and revitalize properties that have long served our national security interests.” “Former military installations face unique challenges in redevelopment, and our bill will help states attract investment and spur growth in these areas once again,” said Senator Schatz. BRAC sites often include substantial infrastructure, transportation access, and developable land that make them well-positioned to support advanced manufacturing, logistics, energy production, and other economic activity. Expanding Opportunity Zone eligibility to these areas would encourage long-term private investment and accelerate redevelopment efforts in communities impacted by base closures. The Increasing Opportunity for Reindustrialization Act is supported by the following stakeholders: “The Increasing Opportunity for Reindustrialization Act of 2026 represents a strategic investment in communities impacted by BRAC closures, creating new opportunities for economic growth, redevelopment, and long-term resilience in areas surrounding former and realigned military installations. More than $1 trillion in critical infrastructure projects are currently tied up in federal permitting, representing an estimated $2.4 trillion in unrealized economic activity and thousands of jobs. At a time of rising electricity demand and growing global competition, the bill establishes clear timelines, modernizes approval processes, removes unnecessary barriers, and reduces litigation-driven delays that have made it increasingly difficult to build in the United States. Construction costs run 24 to 30 percent higher when projects are held up. But the impact goes beyond delayed projects. According to an industry report, nearly 51 percent of manufacturers say permitting uncertainty discourages them from investing in new or expanded U.S. capacity, while nearly 66 percent say they would invest more if the process were faster and more predictable. The permitting system is not just slowing projects down, it is preventing a significant share of investment from being proposed in the first place. Energy Department Preserves Nearly $5 Billion for Hydrogen Hubs, Including Two Hubs Critical to Pennsylvania

SENATORS MCCORMICK, CORTEZ MASTO PUSH TO PROTECT FIRST RESPONDERS AND ROADSIDE WORKERS

WASHINGTON, DC – U.S. Senators Dave McCormick (R-Pa.) and Catherine Cortez Masto (D-Nev.) recently introduced the bipartisan Safe Roads for Those Who Serve Act to protect first responders and roadside workers as they do their jobs on roads and highways. This legislation would enhance strategies to help reduce the risk of injury or death faced by law enforcement officers, emergency medical services, fire and rescue services, tow truck drivers, construction workers, and other roadside workers. Nationwide, since 2020, more than 500 roadside workers have been killed doing their jobs on the side of the road. Many were tow truck operators, construction workers, and law enforcement officers. Pennsylvania Department of Transportation data reveals more than1,250 work zone crashes occurred in 2024, resulting in 22 deaths that included both workers and drivers. The Safe Roads for Those Who Serve Act is supported by the Towing and Recovery Association of America (TRAA), the Association of General Contractors, the National Safety Council, the American Automobile Association (AAA), the National Association of State EMS Officials, the National Waste and Recycling Association, American Traffic Safety Services, the Major County Sheriffs of America, the American Society of Civil Engineers, and the Modern Analytics for Roadway Safety (MARS) Coalition. “Towing and recovery professionals put their lives on the line every day to help motorists, protect first responders, and keep commerce flowing,” said Towing and Recovery Association of America (TRAA) Executive Director Bruce Bender. “Despite the fact that, on average, statistics show we lose a tower every seven days, the risk to the lives of these dedicated professionals is often overlooked. Slow Down, Move Over laws need to be promoted and publicized because they are proven to save lives. We are deeply grateful that Senators McCormick and Cortez-Masto have introduced the Safe Roads for Those Who Serve Act and have expressly included towing truck operators in promotion of the initiatives that protect them. SENATORS MCCORMICK, FETTERMAN RELEASE JOINT STATEMENT ON ANTISEMITISM INVESTIGATION

ALLENTOWN, PA – Today, following Judge Gerald J. Pappert’s ruling that approves the administration’s effort to obtain information on Penn Jewish faculty as part of an Equal Employment Opportunity Commission subpoena, U.S. Senators Dave McCormick (R-PA) and John Fetterman (D-PA) released the following joint statement: “No student or faculty member should face illegal discrimination based on race, gender, religion, or national origin. We have long spoken out against the despicable treatment Jewish students and faculty have faced since October 7, including on University of Pennsylvania's campus. We fully support the EEOC investigations into Title VII discrimination.” “Both our offices will continue to monitor how this case plays out in the courts. Both our priorities are ensuring privacy protections are upheld and perpetrators of illegal discrimination are brought to justice.”
