Sens. Ossoff, Duckworth Introduce Legislation to Support Servicemembers’ Transition Out of the Armed Forces
Position: Senators Ossoff and Duckworth support legislation to strengthen federal coordination and support services for servicemembers transitioning to civilian life, including designating a senior DoD official to oversee transition programs and improve coordination across DoD, VA, Labor, Education, and state and local agencies.
Washington, D.C. — U.S. Senator Jon Ossoff is introducing legislation to strengthen support for servicemembers as they transition out of the Armed Forces.
Today, Sens. Ossoff and Tammy Duckworth (D-IL) are introducing the Servicemember Civilian Transition Support Actto smooth servicemembers’ transition into civilian life, or the reserves, and ensure they get the support they and their families need.
Congresswoman Chrissy Houlahan (PA-06) introduced the companion bill in the U.S. House of Representatives.
The new bill would designate a senior Department of Defense (DoD) official to serve as the principal advisor to the Secretary of Defense overseeing all programs and activities related to transitioning servicemembers. The official would also work in close coordination with the Secretaries of Veterans Affairs (VA), Labor, and Education, as well as state and local governments, and nongovernmental organizations to improve transition programs and support services.
“Our servicemembers make tremendous sacrifices to keep our families safe. We owe it to them to ensure they are well-equipped and supported as they transition back to civilian life,” Sen. Ossoff said. “My new legislation with Senator Duckworth will help servicemembers access resources they’ve earned and help make their transition smoother for themselves and their families.”
“As our servicemembers hang up their uniform, they deserve comprehensive support in helping them transition back into civilian life,” said Duckworth. “Too often, DoD’s transition programs fall short of the standard our Veterans deserve before they are handed off to the VA. Our commonsense bill would make necessary improvements and streamline coordination within DoD of these critical services. It’s the least we can do to help our heroes when they return home.”
“As our men and women in uniform reenter civilian life and try to secure housing, find work, and get the healthcare they need, we owe them our support. But too often, servicemembers are falling through the gaps,” said Rep. Houlahan. “I'm proud to introduce the Servicemember Civilian Transition Support Act to bridge these gaps, making VA transition support services more effective and easier for servicemembers to access.”
Sens. Ossoff and Duckworth’s bill is backed by the Veterans of Foreign Wars, Fleet Reserve Association, Iraq and Afghanistan Veterans of America, Military Officers Association of America, Veterans Education Success, Vietnam Veterans of America, and With Honor Action.
“Each year, approximately 200,000 service members transition to civilian life—a critical juncture that can shape their future success or lead to serious challenges if not properly managed. Transition is the final warfighting mission, and like any successful operation, it demands unity of command and strategic coordination. The VFW strongly supports the Servicemember Civilian Transition Support Act, which would designate a senior DOD official to oversee all transition programs, including the Transition Assistance Program (TAP), and provide essential support to our reserve components. This role is vital to improving TAP attendance accountability, strengthening interagency coordination, and ensuring that transitioning service members and their families receive the support they’ve earned. We thank Senators Ossoff and Duckworth for introducing this important legislation and urge its swift passage,” said Carol Whitmore, Commander-in-Chief of the Veterans of Foreign Wars.
“On behalf of the Fleet Reserve Association, we proudly endorse the Servicemember Civilian Transition Support Act, introduced by Senators Jon Ossoff and Tammy Duckworth, and express our deep gratitude for their leadership in championing this critical legislation. The transition from military to civilian life is a defining moment for servicemembers, often fraught with challenges due to the lack of structure in the civilian world. This bill’s provisions, designating a Senior DoD Official to oversee all military-to-civilian transition programs, including for the reserve component, ensuring centralized accountability for initiatives like TAP and SkillBridge, fostering enhanced coordination with agencies such as the VA, Department of Labor, Education, and SBA, and mandating a congressional briefing within 90 days to detail implementation, provide vital support during the critical early days, weeks, and months of this transition. These measures strengthen the foundation for the Department of Veterans Affairs’ ongoing efforts, ensuring our servicemembers receive the comprehensive assistance they need to succeed in civilian life,” said the Fleet Reserve Association.
“IAVA strongly supports the Servicemember Civilian Transition Support Act. This is an essential piece of legislation that will help to ensure a smooth transition from active-duty service into the civilian world. By designating a senior official to oversee and strengthen transition programs, this bill ensures accountability, coordination, and a higher standard of care for those who have served. Too often, servicemembers and their families face unnecessary challenges as they move from military service into civilian life or the reserve force. Our veterans deserve a seamless and well-supported transition, and this legislation is a critical step toward making that a reality,” said Dr. Kyleanne Hunter, CEO of the Iraq and Afghanistan Veterans of America.
“Vietnam veterans were forced to navigate a system that was unprepared, fragmented, and at times indifferent to their needs. We learned the hard way what happens when a nation fails to properly receive its warriors. This legislation is about correcting those failures ensuring that today’s and future veterans are met with dignity, structure, and real support. Honoring Vietnam veterans is not just about remembering their service; it is about building a system worthy of every generation that follows. Never again shall one generation of veterans abandon another,” said James L. McCormick II, Captain, USA (Ret.), Executive Director of Government Affairs at Vietnam Veterans of America.
“The transition from military to civilian life is a critical point in a service member’s journey. Centralizing oversight of transition programs and streamlining collaboration between agencies and departments ensures that service members enter their next chapter with the essential tools to succeed. With Honor Action is proud to endorse this legislation that elevates the importance of the military-to-civilian transition and puts our veterans first,” said Rye Barcott, Co-Founder and CEO of With Honor Action.
Sen. Ossoff continues working to support Georgia’s servicemembers and military families as they transition into civilian life.
This year, Sens. Ossoff and Rev. Warnock brought Republicans and Democrats together to deliver $520,000 in Federal funding to help Hire Heroes USA expand their efforts to provide in-person employment support to transitioning servicemembers, veterans, and military spouses throughout the State of Georgia.
Sen. Ossoff also brought Republicans and Democrats to deliver Federal funding to the Central Georgia Technical College Foundation and the Georgia VECTR Center to help support veterans, active-duty servicemembers, and their families through workforce development training and supportive services at the Georgia VECTR Center; to ATLVets Inc. to help provide training and support for veterans transitioning from service to running businesses; and to the Library Foundation of Clayton County to help provide training sessions to veterans looking to start and grow small businesses.

WATCH: Sen. Ossoff Secures Commitment from VA Secretary Collins to Work on Preventing Veteran Foreclosure
Washington, D.C. — U.S. Senator Jon Ossoff secured a commitment from the VA Secretary to focus on preventing veteran foreclosure.
Last week, during a U.S. Senate Appropriations Subcommittee on Military Construction and Veterans Affairs hearing, Sen. Ossoff secured a commitment from Veterans Affairs (VA) Secretary Doug Collins to work with him and the Subcommittee to make sure foreclosure prevention and veteran homelessness prevention programs are strengthened.
“Mr. Secretary, something I think you're passionate about, obviously a key issue in Georgia and across the country as we build this Appropriations bill, will you just commit to working with me and the Subcommittee to make sure that we are strengthening the foreclosure prevention and veteran homelessness prevention programs that I know are important to you, important to the VA, important to the folks back at home?” Ranking Member Ossoff said.
Sec. Collins gave his commitment, noting that the VA is “trying to find the right way to do that.”
Last year, Sen. Ossoff was appointed to the U.S. Senate Appropriations Committee and named Ranking Member of the Subcommittee, making him the first U.S. Senator from Georgia to serve on the Senate Appropriations Committee in over 30 years.
Sen. Ossoff continues working across the aisle to prevent veteran homelessness and support Georgia veterans.

Sen. Ossoff Working to Crack Down on Corporate Price Gouging to Lower Grocery Prices
Position: Senator Ossoff supports legislation to prohibit surveillance-based price discrimination in grocery stores, arguing that such practices constitute corporate price gouging that harms consumers.
Washington, D.C. — U.S. Senator Jon Ossoff is working to crack down on corporate price gouging to lower grocery prices.
Sen. Ossoff is cosponsoring the Stop Price Gouging in Grocery Stores Act of 2026 to stop big corporations from taking advantage of consumers by unfairly overcharging for groceries.
The bill, first introduced by Sen. Ben Ray Luján (D-NM), would prohibit the use of surveillance-based price setting practices, where corporations use a person’s precise location, browser history, or surveillance to charge people different prices for the same goods and services.
“Georgia families are paying too much for groceries. This bill will crack down on corporate price gouging to lower costs for Georgia families,” Sen. Ossoff said.
Sen. Ossoff continues working to lower prices for Georgia families.
In December, Sen. Ossoff urged U.S. Department of Agriculture (USDA) Secretary Brooke Rollins to reinstate Federal grant funding through the Southeast Crescent Regional Commission’s Childcare Access and Nutrition Systems (CANS) Program to help reduce food insecurity.
Last April, Sen. Ossoff joined a group of Senators calling out Congressional Republicans’ budget proposal, which proposed cutting billions of dollars from the Supplemental Nutrition Assistance Program (SNAP) and have devastating consequences for Georgia veterans, seniors, children, and farmers.
Last February, Sen. Ossoff and Congresswoman Lucy McBath (D-GA-06), alongside other members of Georgia’s Congressional Delegation, urged Georgia Governor Brian Kemp to reverse course and apply for the summer EBT program after Governor Kemp refused tens of millions of dollars in Federal funding to help Georgia children afford lunch during the summer months.
In 2024, Sen. Ossoff introduced the Fresh Food Act of 2024 to address food insecurity across Georgia by helping attract more grocery stores to Georgia communities with limited access to fresh foods, and to help support Georgia farmers.

Sen. Ossoff Statement on Supreme Court’s Voting Rights Decision
Position: Senator Ossoff opposes the Supreme Court's decision limiting Section 2 of the Voting Rights Act and calls for restoring and strengthening voting rights protections to ensure ballot access and representation.
Washington, D.C. — U.S. Senator Jon Ossoff released the following statement.
“The Supreme Court decision gutting Section 2 of the Voting Rights Act results from an ongoing, multi-year attack on the signature policy achievements of the Civil Rights Movement.
“The blatant and cynical aim of this campaign against voting rights laws is to reduce Black representation in the United States Congress.
“It is essential we restore and strengthen the Voting Rights Act to defend every American citizen’s access to the ballot and to ensure all Americans have real representation in Congress.”
Senators Rev. Warnock, Ossoff Upgrading Rural Health Care Across Southwest Georgia
Ocilla, Ga. — U.S. Senators Rev. Raphael Warnock and Jon Ossoff today announced new resources to upgrade rural health care across Southwest Georgia.
Sens. Ossoff and Rev. Warnock brought Republicans and Democrats together to deliver health care upgrades for Southwest Georgia communities, including Federal funding to upgrade hospital infrastructure in Crisp County, deliver a new MRI machine to Irwin County, fund a new CT Scanner, mammogram machine, and ambulance in Clinch County, and purchase new medical equipment for maternal and neonatal care in Valdosta.
Sens. Ossoff and Rev. Warnock delivering funding for the projects through bipartisan government funding legislation that became law on February 3.
“There’s no worse nightmare for any family than having a loved one who’s sick, but who cannot get the health care they need,” Sen. Ossoff said. “That’s why Senator Reverend Warnock and I brought Republicans and Democrats together to strengthen health care services for Georgia families.”
“I’ve long fought to strengthen health care in rural Georgia, and I am proud to have worked alongside Senator Ossoff to secure federal funding for these vital resources across Southwest Georgia,” said Senator Warnock.
Please find a summary of projects for which Sens. Ossoff and Rev. Warnock are delivering funding below.
“The Irwin County Hospital is grateful for Senators Warnock and Ossoff’s work to secure important funding for our hospital. The hospital not only provides access to healthcare for the region but is also a major employer and important economic driver in Irwin County. The Senators and their teams have been extraordinary in their attention and understanding of our needs, and the needs of rural hospitals generally. Irwin County values the ability to seek assistance from our Washington representatives for critical community projects,” said Walter Hudson, Chairman, Irwin County Hospital Authority.
“This significant investment allows us to further strengthen the care we provide to our tiniest patients and their families. This funding directly supports the development of our new Women and Infants Tower, slated to open in January 2027, and reflects our long‑term commitment to advancing safety, comfort, and access to exceptional care close to home. These enhancements will ensure that mothers and babies across South Georgia receive the high‑quality, compassionate care they deserve—today and for generations to come,” said Cherise Giddens, Vice President and Chief Nursing Officer, SGMC Health.
“Clinch Memorial Hospital is grateful for the leadership of Georgia’s Congressional Delegation in supporting rural healthcare across our state. We are especially appreciative of Senators Jon Ossoff and Raphael Warnock, who championed our federal funding request and worked directly on behalf of our hospital and community. We are thrilled to announce that Clinch Memorial Hospital has been selected to receive federal funding for a new CT scanner, a state‑of‑the‑art 3D mammography machine, and expanded non‑emergency transport resources. This investment represents a transformational moment for our hospital and the people we serve. As a small rural hospital, acquiring advanced medical equipment of this caliber would not be possible through our operating budget alone,” said Angela Handley, CEO of Clinch Memorial Hospital. “Senators Ossoff and Warnock’s advocacy was instrumental in ensuring our funding request received full consideration by the U.S. Department of Health and Human Services. These upgrades will significantly expand the level of care available in Clinch County and surrounding areas. Access to timely imaging, early detection through advanced mammography, and reliable non‑emergency transportation is essential for improving health outcomes, particularly in rural areas where patients often face long travel distances for essential medical services. With this investment, Clinch Memorial Hospital will be able to provide diagnostic and transport capabilities comparable to those found in larger health systems. We remain committed to delivering exceptional care close to home, and this funding helps ensure our patients have access to the tools and technology they deserve. We are thankful for Senators Ossoff and Warnock and the positive impact this support will have on the health and well‑being of our community for years to come.”
“On behalf of Crisp Regional Hospital, we thank Senators Ossoff and Warnock for their support in making critical infrastructure and patient safety improvements, assuring that people of this region will continue to have access to quality emergency and trauma care close to their homes,” said Steven Gautney on behalf of the Crisp Regional Hospital Board. “With this support, Crisp Regional Hospital can continue to serve as an economic cornerstone of the community, providing compassionate, high-quality medical care while fostering a safer and more effective healthcare environment for both patients and staff.”

Sen. Ossoff Working to Improve Maternal Health for Black Women in Georgia
Position: Senator Ossoff is cosponsoring the Social Determinants for Moms Act to establish a task force and grant program addressing barriers to maternal health care access and disparities, particularly for Black women in Georgia who face disproportionately high maternal mortality rates.
Washington, D.C. — U.S. Senator Jon Ossoff is working to improve maternal health for Black women in Georgia.
Sen. Ossoff is cosponsoring the Social Determinants for Moms Act to improve maternal health outcomes and reduce the maternal mortality rate in Georgia and across the country.
The bill, first introduced by Sens. Richard Blumenthal (D-CT) and Angela Alsobrooks (D-MD), would establish a task force and grant program to help address barriers to maternal health care access and maternal health disparities.
Georgia’s maternal mortality rate ranks among the worst in the nation, with Black women being nearly three times more likely to die during childbirth than white women.
“The shockingly high maternal mortality rate for Black women in Georgia is a travesty. It is unacceptable for any mother to suffer or die because she lacks proper care, and that’s why I’m urging my colleagues to pass this legislation I’ve cosponsored to improve maternal care for Black women in Georgia,” Sen. Ossoff said.
Sen. Ossoff continues working to support the health and safety of Georgia mothers and children.
In May 2025, Sen. Ossoff released new findings from his ongoing investigation into the impacts of Georgia’s 6-week abortion ban, in which Georgia OBGYNs revealed they had personally encountered cases in which Georgia’s six-week abortion ban contributed to a health complication or death of the mother.
Last March, Sen. Ossoff and other members of Congress demanded the Trump Administration provide answers on the reported shutdown of a critical Maternal Health data system at the Centers for Disease Control and Prevention (CDC).
Last February, Sen. Ossoff introduced an amendment to protect children’s and maternal health care through Medicaid that Senate Republicans blocked.
In 2024, Sen. Ossoff launched a push to pass the MOMS Who Serve Act of 2024, legislation he co-sponsored to help moms in the armed forces access perinatal health care services.
Also in 2024, as Chair of the Senate Human Rights Subcommittee, Sen. Ossoff convened two public hearings at which Georgia women and Georgia OBGYNs testified to the harmful impacts of Georgia’s abortion ban.

WATCH: Republicans Block Sen. Ossoff’s Amendment to Prevent Insurance Companies from Denying or Delaying Needed Health Care
Position: Senator Ossoff supports an amendment to prevent insurance companies from denying or delaying medically necessary health care, citing examples of patients harmed by insurance claim denials and prior authorization requirements.
Washington, D.C. — Senate Republicans blocked U.S. Senator Jon Ossoff’s amendment to prevent insurance companies from denying or delaying needed care.
During the Senate budget debate overnight, Sen. Ossoff offered an amendment to prevent insurance companies from denying or delaying needed care, but Senate Republicans blocked Sen. Ossoff’s amendment.
“Think of the retired Georgia teacher who had paid over $100,000 into a cancer policy only to be diagnosed with cancer and have her insurance claims denied. Think of the Monroe County mother of three diagnosed with cancer who needed a liver transplant, was told she had 6 to 12 months to live and had to fight her insurance company because her claim was denied, or the thousands of Georgia children who have had their claims for needed health care denied,” Sen. Ossoff said on the Senate floor.
“This amendment will ensure that this legislation prevents insurance companies from denying or delaying medically necessary health care for the American people. Let's pass this amendment and protect Americans’ health care,” Sen. Ossoff continued.
Click here to watch Sen. Ossoff’s remarks on the Senate floor.
A recent Johns Hopkins study found that the practice of prior authorization, where patients must seek approval from their insurance company before receiving care, was “associated with disease exacerbation, preventable hospitalization, prolonged hospital stay, and lower rates of disease-free survival.”
According to KFF, virtually all seniors enrolled in Medicare Advantage must obtain prior authorization for some services, and in 2024 over four million of these requests were denied.
KFF also found that of the approximately 85 million Affordable Care Act (ACA) in-network denied claims in 2024, less than 1% were appealed, forcing patients either to pay for services out-of-pocket, despite having “coverage,” or forgoing care – solely because of decisions made by insurance companies.
Senators Rev. Warnock, Ossoff Expanding Early Childhood Education for Savannah Families
Savannah, Ga. — U.S. Senators Jon Ossoff and Reverend Raphael Warnock are delivering resources to help expand early childhood education in Savannah.
Following local investments and leadership from Chatham County and the City of Savannah, Sens. Ossoff and Rev. Warnock brought Republicans and Democrats together to help Chatham County purchase playground equipment, classroom furniture, and kitchen appliances for the new early childhood learning center in East Savannah, which will serve kids between six weeks and three years old.
Sens. Ossoff and Rev. Warnock are delivering $1,678,000 for the project through bipartisan government funding legislation that became law on February 3.
“Every child in Georgia deserves a high-quality, safe, and healthy early education,” Sen. Ossoff said. “That’s why Senator Reverend Warnock and I brought Republicans and Democrats together to expand early childhood education for families across Savannah.”
“Having been raised on Cape Street, I understand how important these funds will be to the city of Savannah and its children,” said Senator Warnock. “Early childhood learning is a key part of youth development, and I am proud to have worked alongside Senator Ossoff to deliver this for my hometown.”
“We are grateful to have funding for the East Savannah Early Childhood Learning Center included in the THUD Appropriations Bill. This funding will provide children with early educational opportunities that have been limited in this area in the past,” Chatham County Chairman Chester A. Ellis said. “A child's experiences from birth to age four can shape the trajectory of the rest of their life, and we believe this Learning Center will allow our youngest residents greater chances of success and lifelong learning.”
