    AI analysis

Congressman Rogers's statement emphasizes the importance of foreign intelligence capabilities for protecting American interests, including military operations and counterterrorism. However, he voted against H.Con.Res. 64, which directs removal of U.S. Armed Forces from Venezuela unless Congress authorizes military action. His vote against the resolution is inconsistent with his stated support for robust foreign intelligence and military operations to counter threats from adversaries like Iran and China, as the resolution would constrain executive military authority in Venezuela.

Congressman Rogers Votes to Extend the Foreign Intelligence Surveillance Act (FISA) and Prevents Federal Digital Currency

Position: Congressman Rogers voted to extend FISA for three years with Section 702 reforms to enhance foreign intelligence capabilities while adding civil liberties protections, and supported inclusion of the Anti-CBDC Surveillance State Act to prohibit the Federal Reserve from issuing a central bank digital currency.

WASHINGTON, DC – U.S. Rep. Harold "Hal" Rogers (KY-05) voted for a 3-year extension of the Foreign Intelligence Surveillance Act (FISA) with Section 702 reforms to protect the safety of the American people amid rising threats from foreign enemies. "As tensions escalate with Iran and China, our foreign intelligence capabilities are critical to homeland security and American military operations – making FISA more important than ever before. We cannot afford a lapse in disrupting terror, fentanyl operations, ransomware attacks, or threats to our American heroes overseas," said Congressman Rogers. "We also included additional protections for American civil liberties, with more oversight and restrictions on any cases involving individuals in the United States." FISA was first created nearly 50 years ago to collect foreign intelligence to protect the American people from foreign threats. Most recently, FISA information helped lead to the successful capture of former Venezuelan President Nicolas Maduro, who was charged with narco-terrorism, cocaine trafficking and weapons offenses. It also alerted the Department of War to the threat of an ISIS attack targeting U.S. warfighters in Syria, led to the take down of drug cartel kingpin El Mencho, and prevented a mass casualty event at a Taylor Swift concert overseas. FISA is one of the nation's most important tools to stop foreign terrorist attacks. The bill also includes the Anti-CBDC Surveillance State Act, prohibiting the Federal Reserve from issuing a central bank digital currency (CBDC) directly to individuals or indirectly. Among other protections, it requires that Congress pass legislation authorizing any government-created digital dollar, safeguarding private innovation and any future development of digital cash. It also supports President Trump's Executive Order to Strengthen American Leadership in Digital Financial Technology. The bill passed the House on Wednesday and now moves to the U.S. Senate for consideration. Congressman Rogers Continues Efforts to Expand Services and Federal Support in Rural America

Position: Congressman Rogers voted to reauthorize rural health services outreach programs through 2030, expanding access to preventative care, telehealth, and chronic disease management in rural areas. He also expressed support for rural communities' roles in energy production, food supply, and economic development.

WASHINGTON, DC – U.S. Rep. Harold "Hal" Rogers (KY-05) voted for two bills this week to expand services and maintain strong federal support for Rural America. Congressman Rogers voted for the Improving Care in Rural America Reauthorization Act, ensuring the Rural Health Services Outreach Programs will continue through fiscal year 2030. The outreach programs will increase access to health care services and preventative screenings, improve chronic disease management and health outcomes, expand telehealth services, and reduce emergency department visits for nearly 500,000 individuals annually in Rural America. "Southern and Eastern Kentuckians face some of the nation's highest rates of health disparities, including cancer, diabetes, heart disease and obesity. These rural health outreach programs are critical to preventing and treating people where the needs are the greatest, including telehealth options for people who cannot travel for medical appointments," said Congressman Rogers. Congressman Rogers also joined fellow House Republicans in voting for House Resolution 1182 to express support for rural communities across the United States. It recognizes Rural America for being stewards of the environment, major suppliers of U.S. energy resources, critical providers of food production and manufacturing capacity, recognizing their critical role in energy production, domestic manufacturing, and economic prosperity for our nation. "Rural America has always been at the top of my priority list, and I am grateful to my colleagues in the House who joined together to express the support of our entire nation for our rural areas, like Southern and Eastern Kentucky, that powered the nation's industrial revolution," said Congressman Rogers. "I'm proud to have supported critical legislation this year to invest in rural health care, rural broadband, rural safety, and reining in job-killing regulations to help support our small businesses." Congressman Rogers also voted in support of the following legislation this year, among others, to help strengthen Rural America: For more information about Congressman Rogers' work in Washington and at home in Kentucky, visit halrogers.house.gov and follow him on social media.

Congressman Rogers Supports Presidential War Powers and Urges Washington Democrats to End the Shutdown on Homeland Security

Position: Congressman Rogers supports the President's military action in Iran and opposes a War Powers Resolution that would require congressional approval for such action. He also supports funding for the Department of Homeland Security.

WASHINGTON, DC – U.S. Rep. Harold "Hal" Rogers (KY-05) voted in support of President Trump's military action in Iran. Six days after President Trump took decisive action to disarm Iran's deadly terrorist regime through Operation Epic Fury, the House of Representatives voted down a measure on Thursday to withhold President Trump from taking critical military action without congressional approval. "America doesn't need further proof that Iran's evil regime, led by the late Ayatollah Khomeini, was the reigning sponsor of terrorism in the Middle East with unwavering nuclear ambitions. They never minced words in shouting 'Death to America,' while ramping up their ballistic arsenal and threatening our military bases, our allies in the region, and executing 30,000 of their own civilians. I trust the President and our Joint Chiefs to take action when and where it is necessary," said Congressman Rogers, Dean of the House. "We can't afford to delay military action that protects our homeland and our allies." Congressman Rogers also voted to end the Democrat-led shutdown of the Department of Homeland Security (DHS). The federal funding bill to reopen DHS passed again in the House, but has stalled in the Senate. "Despite the current war in Iran and heightened military tensions, Democrats voted again to keep the Department of Homeland Security shutdown. It is time to put political agendas aside and protect our homeland at all costs," said Congressman Rogers, a cardinal member of the House Appropriations Committee. "DHS not only encompasses security measures across the country and our Coast Guard, it also funds our vital FEMA Disaster Relief efforts, air traffic controllers, immigration enforcement efforts, border patrol, and much more. Thankfully, the One Big Beautiful Bill is providing some relief for our servicemembers and federal law enforcement, but we need DHS to be fully functional." Congressman Rogers Invites Pulaski County Small Business Owner to President Trump’s State of the Union Address

WASHINGTON, DC – U.S. Rep. Harold "Hal" Rogers (KY-05) announced his guest for President Donald J. Trump's 2026 State of the Union address is Alex Wilson, co-founder and COO of Ridgenet Network Group in Science Hill, Kentucky. "President Trump has made our U.S. economy great again, and small business owners like Alex Wilson have seen the impact of pro-business policies that rein in job-killing regulations and cut taxes for small businesses that provide much-needed jobs in America," said Congressman Rogers, Dean of the House. "President Trump has made good on his promises to slash inflation, secure our borders, lower interest rates, and unleash American energy production." Alex and his brother, Eric, first launched their small business in 2011 to expand internet service in Pulaski County. They have since expanded services to manufacturing customized equipment for emergency vehicles, providing two-way communications systems, and managing IT services. In 2024, Ridgenet invested $1.2 million into the business and created 20 new jobs in Pulaski County. Under the Trump Administration, Ridgenet continues to thrive and expand operations. "It is a great honor to have been invited by Congressman Hal Rogers to attend President Donald Trump's State of the Union address. As a small business owner in southeastern Kentucky, I have seen firsthand how President Trump's administration has made small businesses a top priority and given us the tools not only to survive, but thrive," said Wilson. "President Trump has enacted policies that reopened the economic pipeline and strengthened access to capital for entrepreneurs across the country. As a result, organizations like the U.S. Small Business Administration have delivered record lending, with more than $44 billion in small business loan approvals, helping businesses like mine grow with confidence. Because of that access to capital and pro-growth policies, we've been able to hire more employees, invest in critical equipment, and expand our facilities to better serve both our clients and our team." "I am proud to represent the hardworking small business owners of southeastern Kentucky and grateful for leadership that recognizes the vital role we play in building a stronger economy," continued Wilson. Last month, President Trump signed legislation into law that included $142 million in Congressman Rogers' Community Project Funding requests for 14 projects in southern and eastern Kentucky. The projects included $37 million more for the Northern Bypass in Pulaski County. Since 2024, Congressman Rogers has secured a total of $82 million for construction of the bypass, paving the way for the future I-365 designation, connecting our region to I-65.
