Summary
This bill amends the Foreign Service Act of 1980 to require the Secretary of State to designate a list of critical foreign languages and establish proficiency standards for Foreign Service members. The bill directs the Secretary to coordinate with other federal agencies on language capability planning, incorporate critical language training into career development and assignment processes, and maintain a surge reserve of rehired officers with critical language skills.
