The Representation Act prohibits states from dividing documented communities of interest into multiple congressional districts during redistricting, except when necessary to equalize district populations, comply with the Voting Rights Act, or preserve another community of interest. States must identify and document communities of interest, accept and publish resident-submitted proposals, and provide public justification for any divisions. The bill creates a private right of action allowing residents to sue in federal court if their community is divided or if the state fails to consider a proposed community of interest.
