Summary
The bill directs the Secretary of State to seek a U.S.-Sudan Agriculture and Minerals Partnership to expand economic engagement between the two countries. The partnership may only be established after the Secretary determines that a legitimate, civilian-led Sudanese government has shown measurable improvement in civilian protection, political stability, and responsible governance of natural resources. Once that determination is made, the U.S. would provide agricultural and mining equipment and assistance to Sudan in exchange for access to covered minerals such as gold, uranium, crude oil, and gum arabic.
