Summary
The bill requires State regulatory authorities to annually certify to the Secretary of Energy whether investor-owned electric utilities under their ratemaking authority meet State performance standards, which include electric reliability and safety standards. If a utility is certified as failing to meet those standards, the Secretary orders the State regulatory authority to direct the utility to provide each residential customer an annual bill credit of $100 in the first year, increasing by $100 each year, until the utility meets the standards. The bill states that the utility must charge its investors, rather than residential customers, for the cost of these credits, and the Secretary may withhold grants, loans, loan guarantees, and technical assistance from a State regulatory authority that does not comply with the order.
