Summary
The bill directs the Secretary of Labor to establish and administer the Michael Enzi Voluntary Protection Program, which recognizes employers that adopt comprehensive workplace safety and health management systems. Participating employers must submit applications, conduct annual self-evaluations, undergo onsite and periodic reevaluations by Labor Department representatives, and are exempt from programmed inspections while participating. The bill also requires the Secretary to modernize the program's technology, establish a no-cost tiered safety challenge program, transition existing OSHA voluntary programs into the new program, issue regulations within two years, and allocate at least 5 percent of OSHA appropriations to carry out the Act.
