Summary
The bill would authorize the Secretary of the Interior, acting through the U.S. Geological Survey, to enter into memoranda of understanding with agencies of partner foreign countries for scientific and technical cooperation in mapping critical minerals and rare earth elements. Listed cooperative activities include geophysical and remote sensing data analysis, mineral resource assessment, training, and education. The bill directs the Secretary to seek right of first refusal for U.S. or allied companies in further development, to facilitate private investment including through DFC and EXIM financing, and to protect mapping data from unauthorized access. The Secretary must notify Congress at least 30 days before entering such an agreement and coordinate with the Secretary of State and relevant private sector actors.
