The Community Mental Wellness and Resilience Act of 2025 amends the Public Health Service Act to establish a federal grant program for community-based mental wellness and resilience initiatives. The bill authorizes the Secretary of Health and Human Services to award planning grants (up to $250,000) and program grants (up to $500,000 annually for up to four years) to eligible organizations and resilience coordinating networks that bring together representatives from at least five categories of community stakeholders. Funded programs must take a public health approach to mental health prevention and promotion, including identifying protective and risk factors, building community awareness and skills, and implementing evidence-based practices tailored to local needs. The bill authorizes $36 million in appropriations for fiscal years 2025–2029 and requires a report to Congress by December 31, 2030 on program outcomes and best practices.
