The directives must include updated policies for all VA employees, requirements for medical facilities to employ or refer to certified sexual assault forensic examiners (SAFE) or sexual assault nurse examiners (SANE), maintenance of rape kits, provision of prophylaxis for sexually transmitted infections and pregnancy when clinically indicated, mental health counseling referrals, and guidance for VA police on documenting law enforcement notifications while protecting veteran confidentiality. The bill also mandates annual training for VA health administration employees and police officers on these directives, with in-person training at least once every five years, and requires oversight by Veteran Integrated Service Network directors to monitor compliance.
