The RRLEF Act of 2025 amends the Edward Byrne Memorial Justice Assistance Grant Program to require law enforcement agencies receiving federal grants to certify that they will not transfer or purchase firearms from licensed dealers identified as having high rates of firearms recovered in crimes. The bill requires the Bureau of Alcohol, Tobacco, Firearms and Explosives to publish a list of such dealers and notify law enforcement agencies when their transferred firearms are used in criminal offenses.
