Summary
The Global Respect Act directs the President to identify and sanction foreign persons responsible for human rights violations against LGBTQI individuals, including torture, prolonged detention, forced disappearance, and other flagrant denials of life, liberty, or security. The bill requires the President to transmit a list of such persons to Congress within 180 days and biannually thereafter, with updates as new information becomes available. Foreign persons on the list are made inadmissible to the United States, ineligible for visas, and subject to visa revocation. The bill also calls for the President to consider additional targeted sanctions against listed individuals and establishes procedures for congressional input and removal from the list.
