This bill amends the Servicemembers Civil Relief Act to require landlords to count certain Veterans Affairs education and workforce development benefits as income when evaluating whether servicemembers, veterans, and their spouses or children can afford rent. The bill also prohibits landlords from setting lease terms longer than the individual's remaining months of educational benefit entitlement. Additionally, it establishes a 60-day grace period before the VA can terminate educational benefits for individuals who fail to meet a single program requirement, after notifying them of the failure. Landlords who violate these provisions may be barred from participating in federally assisted rental housing programs and face criminal penalties.
