Summary
The Securing Energy Supply Chains Act requires the Secretary of Energy to establish and maintain an Energy Non-Procurement List of entities determined to be engaged in activities detrimental to U.S. national security, energy security, economic security, or foreign policy. The bill prioritizes identifying entities involved in critical materials, batteries, and battery components, and may include entities owned or controlled by foreign entities of concern, Chinese military companies, sanctioned entities, and terrorist organizations. Beginning one year after enactment, the Department of Energy is prohibited from entering into or renewing contracts with listed entities unless goods or services cannot be procured elsewhere, and contractors must certify compliance. The bill also requires a study to identify overlaps among federal lists related to foreign entities of concern and sanctions.
