This bill amends the Foreign Assistance Act of 1961 to require that the U.S. flag be distinctively displayed on all foreign assistance provided by the United States, and be the sole visual-branding element except in limited circumstances. The Secretary of State may authorize co-branding when required by international agreements, for identifying implementing partners, or on other grounds deemed necessary, and may waive the requirement for safety or security reasons in high-risk locations. The bill directs the Secretary to issue regulations specifying minimum size, color accuracy, placement, and other display requirements for the flag on tangible items, food aid, medical supplies, signage, websites, and public outreach materials.
