This bill nullifies the 2001 Roadless Area Conservation Rule, which restricted road construction in certain National Forest System lands, and prohibits the Department of Agriculture from proposing similar rules in the future. It requires the Secretary of Agriculture to construct roads on National Forest System lands for forest restoration, hazardous fuels reduction in at-risk communities and wildland-urban interfaces, road replacement or decommissioning, and other purposes consistent with the Organic Act of 1897, subject to applicable environmental review requirements.
