Summary
The bill establishes the "Economic Recovery for Nuclear-Affected Communities Act," directing the Economic Development Administration to create a prize competition for alternatives to nuclear facilities and waste sites, and to provide noncompetitive grants to local governments hosting stranded nuclear waste or decommissioning nuclear plants. Grants are calculated either at $15 per kilogram of spent fuel stored or as a declining share (80% to 10%) of lost tax revenue over eight years, capped at $10 million per year. The bill also amends the Internal Revenue Code to convert the first-time homebuyer credit into a credit limited to purchases in nuclear-affected communities, and authorizes appropriations of $110 million annually for fiscal years 2026–2031 and $120 million annually for fiscal years 2032–2036.
