The Data Center Community Impact Act requires the Secretary of Energy, in coordination with the EPA, Commerce Department, Federal Energy Regulatory Commission, and Council on Environmental Quality, to conduct a comprehensive study on how data centers affect communities of color and low-income communities. The study must examine water and energy consumption, air quality impacts, effects on the electric grid and electricity rates, wastewater systems, job creation and displacement, tax revenue, property values, and public health risks. Within 18 months, the Secretary must report to Congress with findings, a map showing data center locations relative to vulnerable communities, recommendations for federal coordination to mitigate harms, and best-practice guidelines for states and local governments.
