Summary
The bill would prohibit states and their political subdivisions from sending mail-in ballots for federal elections to individuals who have not requested them. It would also require that each mail-in ballot request include a sworn affirmation that the individual meets at least one of a list of specified eligibility criteria, such as active military service, temporary absence from the county, disability, or age 65 or older. States could keep lists of previously qualified voters for mail-in ballots only so long as those voters continue to meet the criteria, and the provisions would apply to federal elections held on or after enactment.
