Summary
The bill would nullify two Treasury OFAC general licenses (GL 133 and GL 134A) that authorize the delivery and sale of Russian-origin crude oil and petroleum products loaded on vessels as of specified March 2026 dates, and bars the Treasury Secretary from authorizing similar transactions in the future. It directs the President, within 30 days, to impose asset blocking and visa restrictions on Russian persons engaged in oil and gas extraction, refining, or maritime transport, with humanitarian and intelligence-related exceptions, and enforces these through IEEPA authorities and penalties. It also requires recurring State Department reports on the effects of the licenses on Russian oil exports, revenues, and production, and on any involvement of Russian state-linked energy companies in abducting or deporting Ukrainian civilians, including children.
