The RECOUP Act of 2026 directs the Secretary of Homeland Security to reimburse state and local first responder agencies for costs incurred when responding to requests for assistance from U.S. Immigration and Customs Enforcement (ICE) or U.S. Customs and Border Protection (CBP) related to immigration law enforcement.
