To provide the Food and Drug Administration needed authorities to carry out its regulatory mission with respect to human foods, to provide additional resources and authorities with respect to human foods research, and for other purposes.

This bill expands the Food and Drug Administration's authorities and resources for regulating human foods and conducting food-related research. It establishes an Advisory Committee on Human Foods, creates a critical research grant program for areas including food biotechnology and nutrition, and establishes a center of excellence to coordinate nutrition science between the FDA's Human Foods Program and drug evaluation efforts. The bill also requires food manufacturers to maintain and disclose records of processed food recipes and ingredients, exempts FDA research from certain paperwork reduction requirements, and directs the FDA to partner with nongovernmental entities on food packaging safety and chemical limits.
