This bill establishes a low-interest loan program administered by the U.S. Department of Agriculture to help child care providers in rural communities renovate, retrofit, expand, or adapt facilities to increase child care availability. Loans would be available to licensed child care providers operating in rural areas (census-designated places with populations under 20,000) that are designated as child care deserts, with interest rates set at the Treasury constant maturity rate plus one-eighth of one percent and terms up to 25 years. The Secretary of Agriculture must process applications within 90 days and submit annual reports to Congress on the number of loans awarded, child care slots created, and demographic data on communities served.
