Summary
The EMPOWER Act directs the Secretary of State to maintain and expand public-private partnerships, known as Women's Councils, that advance women's economic security and employment in South and Central Asia. The bill establishes a new Unit within the Bureau of South and Central Asian Affairs, led by a Special Advisor for Women's Economic Security with ambassadorial rank, to oversee these partnerships.
