Summary
The bill would amend federal law (18 U.S.C. § 927) to prohibit states and their political subdivisions from criminalizing, penalizing, or otherwise indirectly limiting the carrying of firearms in public by U.S. citizens who are legally eligible to possess firearms, including by imposing financial or other barriers to entry. Any state or local law that does so would have no force or effect. The bill also defines "public" to exclude privately owned places that clearly prohibit firearms and places where state-law screening for firearms is conducted, and expands the definition of "firearm" to include ammunition feeding devices and ammunition.
