Summary
The bill would require the Attorney General to bring civil actions in the U.S. Court of Federal Claims or the U.S. Court of Appeals for the District of Columbia Circuit to recover monetary settlements, administrative awards, or court judgments paid to an individual while serving as President, where the payment would not have been made but for that presidential status and the related claim was filed or settled on or after January 20, 2025. Courts would consider factors such as whether officials involved were presidential appointees or former personal counsel, whether the amount exceeded typical private-citizen payouts, and whether standard legal defenses were bypassed. Recovered funds would be directed to the Public Integrity Section of the Justice Department, and the Comptroller General would report to Congress on payments over $1,000,000 within 180 days.
