This bill expands whistleblower protections for contractors and employees of federal contractors, including those working for the Department of Defense, NASA, and other federal agencies. It broadens the definition of protected individuals to include contractors, subcontractors, grantees, and their employees, and protects them from retaliation for refusing unlawful orders or disclosing information about gross mismanagement, waste, abuse of authority, or violations of law. The bill also prohibits executive branch officials from requesting contractors to engage in retaliation and allows the Inspector General to propose disciplinary action against officials who do so. Additionally, it makes whistleblower rights non-waivable through arbitration agreements or employment contracts.
