This bill amends the Children's Online Privacy Protection Act (COPPA) of 1998 to strengthen privacy protections for children and teens online. It expands the definition of 'personal information' to include persistent identifiers, biometric data, geolocation information, and audio files; extends protections to teens ages 13–16 (not just children under 13); restricts individual-specific advertising to children and teens; and requires operators of websites, online services, online applications, and mobile applications to obtain verifiable consent from parents (for children) or teens themselves before collecting personal information. The bill also requires studies and reports on mobile and online application oversight and enforcement.
