This bill removes the long-standing U.S. arms embargo on Cyprus by prohibiting the State Department from denying exports, re-exports, or transfers of defense articles and services to the Republic of Cyprus, effective upon enactment. The bill allows such transfers when requested by and destined for the Cypriot government, except where credible human rights concerns exist. The President may waive the provision for one-year periods if deemed essential to U.S. national security, and may terminate it for five-year periods if Cyprus ceases cooperating on anti-money laundering reforms or stops denying Russian military vessels port access.
