This bill amends federal law to prohibit civil actions in U.S. courts to enforce foreign judgments or arbitral awards arising from claims where the underlying conduct resulted from compliance with U.S. sanctions or export controls, or where the foreign court asserted jurisdiction based on U.S. sanctions. The bill allows removal of such cases to federal district court for dismissal. It preserves certain exceptions, including rights of terrorism victims, contractual disputes resolved in U.S. courts or arbitration, and other claims arising from sanctions themselves.
