This bill amends the Energy Policy and Conservation Act to prohibit the export or sale of petroleum products from the Strategic Petroleum Reserve to China, North Korea, Russia, Iran, and entities owned or controlled by these countries or the Chinese Communist Party. The Secretary of Energy may issue a waiver if the export is certified to be in the national security interests of the United States. The Secretary must issue implementing regulations within 60 days of enactment.
