The bill increases annual funding for the EFAP Infrastructure Grants Program from $15 million to $25 million for fiscal years 2026–2030, broadens eligible uses of grants to include mobile and home delivery options, and expands eligible applicants to include governmental and tribal organizations. The bill also requires the Secretary of Agriculture to conduct a study within two years assessing national shortages of refrigerated storage and delivery vehicles for emergency food organizations and estimating costs to meet those needs.
