This bill amends the Homeland Security Act to require the Department of Homeland Security to establish a department-wide use of force policy for law enforcement officers and agents. The policy must emphasize deescalation, prohibit chokeholds and carotid restraints, require officers to use only objectively reasonable force, and mandate initial and recurrent training in use of force tactics and deescalation techniques. The bill also requires DHS to establish use of force review councils within each component, collect and publish detailed use of force data every six months, and brief Congress within 24 hours of incidents resulting in hospitalization or death.
