Position: Requests clarification from the U.S. Army Corps of Engineers on funding, timelines, and a permanent solution for the Clemson Lower Diversion Dam Saddle Dike at Lake Hartwell, and requests a meeting; states willingness to work on federal funding and legislative paths.
Washington, D.C. – Congresswoman Sheri Biggs (R-SC-03) sent a letter to the Chief of Engineers and Commanding General of the U.S. Army Corps of Engineers (USACE) regarding plans to address the Clemson Lower Diversion Dam Saddle Dike at Lake Hartwell. Rep. Biggs also requested a meeting to discuss constituent concerns and forge a clear path forward.

In the letter, the Congresswoman asks for clarification regarding funding, project timelines, and the permanent solution for South Carolina's Third Congressional District outlined in the following categories:
Funding Requirements
Congressional Assistance Needed
Project Timeline & Cost Estimates
Interim Economic and Recreational Impacts
"I understand the concerns of my constituents and hope that this letter will yield answers from the USACE for the Lake Hartwell community," said Congresswoman Biggs. Congresswoman Sheri Biggs Fights to Keep Chinese Technology out of America’s Defense Systems
Position: Introduces three bills to restrict Chinese dual-use technology in cellular modules, advanced robotics, and biotechnology from U.S. defense systems, requiring agencies to assess and act on adversary-linked supply chain risks.
Washington, D.C. – Congresswoman Sheri Biggs (R-SC-03) introduced 3 new pieces of legislation today to address China’s dual-use technology. These bills focus on 3 key sectors- cellular modules, advanced robotics, and biotechnology- that the People’s Liberation Army of China uses to integrate commercial technology into its military capabilities. This legislation seeks to fill gaps in current U.S. policy by recognizing foreign capabilities, determining risks, and keeping our servicemen and women safe.
These standalone bills are based on amendments previously introduced by the Congresswoman for the Fiscal Year 2027 National Defense Authorization Act (NDAA) and the Blocking Foreign Cellular Modules in Defense Systems Act of 2026, S. 5598, introduced by Senator Banks (R-IN).
This legislation displays Congresswoman Biggs’ continued focus on putting America First and addressing threats to our national security.
"It is essential that our national security policy continues to evolve as the Chinese Communist Party looks to achieve military-civil fusion," said Congresswoman Biggs. "By strengthening the ability to assess and mitigate these risks, it enhances ongoing efforts to safeguard U.S. military personnel and our critical national security infrastructure.”
“Communist China is working every day to undermine America’s military advantage. We must identify and eliminate vulnerabilities in our defense systems and infrastructure before our adversaries can exploit them,” said Senator Banks. “Protecting our military from foreign supply chain threats is essential to keeping our nation safe.”
“Under its military-civil fusion strategy, the Chinese Communist Party has erased the line between its commercial sector and its armed forces. Beijing is exploiting that to embed itself in American supply chains and research and to undermine U.S. military systems,” said Alexandria Paolozzi Moore, Senior Director of Government Relations at FDD Action. “Technology doesn’t have to be built for the battlefield to be weaponized. That is why Washington needs to judge dual-use technology by who controls it and what that control makes possible. FDD Action supports these bills because they require the government to find, assess, and act on adversary-linked risks in biotechnology, cellular modules, and robotic systems. Congress should move these bills without delay.”

Congresswoman Sheri Biggs’ Improving Travel for Military Members Act Passes the House
Position: The release announces House passage of legislation establishing a pilot program for priority TSA screening for active-duty military personnel and their families, and expresses support for making airport travel easier for them.
Washington, D.C. – Congresswoman Sheri Biggs (R-SC-03) announced that her Improving Travel for Military Members Act passed the House with unanimous consent, advancing legislation designed to make airport travel easier for active-duty service members and their families through dedicated TSA screening lanes at airports.
More than 1.3 million Americans currently serve on active duty, many of whom travel under deployment orders, PCS moves, or emergency assignments with little notice. Nearly 889,000 children are part of active-duty military families, making airport travel one more challenge for families already carrying the burdens of military life.
“Our service members and their families already sacrifice through deployments, long separations, and constant moves. Making travel easier is one practical way we can honor their service and show them the respect they more than deserve,” said Congresswoman Biggs.
The Improving Travel for Military Members Act establishes a pilot program at a minimum of five airports to implement priority TSA screening procedures for active-duty military personnel and accompanying family members, with preference given to airports located near large military installations.
The legislation reflects Congresswoman Biggs’ continued commitment to supporting military readiness, strengthening military families, and ensuring America honors those who serve not only in words, but through action.

Congresswoman Sheri Biggs Leads Letter Calling for Stronger Air Force Fighter Fleet
Position: Urges Congress to include policies in the FY2027 NDAA and defense appropriations that accelerate Air Force fighter fleet recapitalization, procure at least 72 fighters per year scaling above 100, authorize multiyear procurement for F-35A and F-15EX, maintain at least 57 combat-coded fighter squadrons, and require enhanced reporting on fighter force structure.
Washington, D.C. – Congresswoman Sheri Biggs (R-SC-03) led a letter to House and Senate defense leaders urging support for policies in the Fiscal Year 2027 National Defense Authorization Act and defense appropriations legislation that accelerate the recapitalization of the United States Air Force fighter fleet and preserve sufficient fighter capacity to meet the demands of the 2026 National Defense Strategy.
The letter was signed by 13 Members of Congress and calls for procurement of no fewer than 72 fighters per year, scaling to more than 100 aircraft per year as industrial base capacity allows; multiyear procurement authority for F-35A Lightning II and F-15EX Eagle II aircraft; maintaining not fewer than 57 combat-coded fighter squadrons; and enhanced reporting on fighter force structure and recapitalization plans.
“As a Lieutenant Colonel in the Air National Guard, I know firsthand how critical airpower is to defending our homeland, supporting our allies, and keeping our warfighters ready for any mission,” said Congresswoman Sheri Biggs. “The Air National Guard is an essential part of America’s Total Force, and Congress must ensure our fighter squadrons have a clear path to modern aircraft, stable procurement, and the force structure needed to meet growing threats around the world.”
The Members wrote, “The Air Force fighter fleet is the oldest and smallest in its 78-year history, and legacy aircraft have been divested at a 2:1 ratio compared to procurement of new fighters, contributing to a projected decline to the lowest inventory levels later this decade, with the fighter inventory expected to reach its lowest point in Fiscal Year 2028.”
The letter further states that recapitalization strategies relying on transfers of legacy aircraft between components do not provide equivalent capability and should not substitute for modernization.
“The U.S. fighter fleet is an essential and front-line capability that allows the U.S. to project force around the world, deter U.S adversaries, and protect our military assets and allies. As new capabilities come online, we must maintain our current fleet of fighter assets until their replacements are fully operational and ready for active missions. FDD Action supports efforts to procure a robust fighter inventory that is prepared for multirole missions and has sufficient assets to deal with contingencies, maintenance schedules, and extended operational needs,” said Tyler Stapleton, Senior Director of Government Relations at FDD Action.
"The National Guard Association of the United States (NGAUS) fully supports multi-year procurement of the F-35 and F-15EX aircraft and urges Congress to establish conditions for at least 72 new fighter aircraft per year. We also urge Congress to continue preserving Air National Guard fighter force structure and to direct the Air Force to fully incorporate Air National Guard fighter squadrons in total force recapitalization. We are indebted to Congresswoman Biggs for her commitment to the Air Guard,” said MG (Ret.) Francis McGinn, President of the National Guard Association of the United States.
"The Air Force is the oldest and smallest it has ever been. While our force remains unmatched in capability, decades of underinvestment have put us on a concerning trajectory that we cannot ignore. As our adversaries continue to modernize and expand their capabilities, it is critical that we take deliberate steps to ensure the United States maintains its air superiority. I am proud to join Congresswoman Sheri Biggs' letter urging increased procurement of fighter aircraft. This is a commonsense step toward reversing this decline and fulfilling our obligation to provide our warfighters with the tools they need to succeed," said Congressman August Pfluger (TX-11).
"Our Air National Guard plays a crucial role in homeland defense and overseas operations. Unfortunately, our fighter fleet is aging, and we must recapitalize our wings at a faster rate. These policies will bolster the readiness of our Air Guard and increase our overall national security," said Congressman Pete Stauber (MN-8).
The letter was signed by Representatives Sheri Biggs, Don Bacon, Donald G. Davis, Russell Fry, Clay Higgins, Dusty Johnson, Nancy Mace, Ralph Norman, August Pfluger, Pete Stauber, Christopher H. Smith, William R. Timmons, IV, and Joe Wilson.

Washington, D.C. – Congresswoman Sheri Biggs (R-SC-03) secured a major victory today as the USA 6G Global Leadership Act advanced through the House Foreign Affairs Committee. The legislation, introduced alongside Rep. Julie Johnson (D-TX-32), strengthens America’s leadership in next-generation telecommunications and pushes back against growing influence from adversaries like China and Russia.
This legislation aligns with President Donald J. Trump’s directive to ensure the United States leads the world in 6G development and stays ahead in the technologies that will define the future.
“This week’s markup is a major step forward,” said Congresswoman Sheri Biggs. “This bill strengthens our national security, supports American innovation, and ensures our adversaries don’t set the rules for the next generation of technology. I look forward to getting this across the finish line and to the House floor.”

Congresswoman Sheri Biggs Introduces Defending Women in the Workplace Act
Position: Introduces legislation to define federal sex-based protections in employment according to biological sex, and to permit employers to maintain single-sex restrooms, locker rooms, and changing areas. The release characterizes this as reversing interpretations that followed the Supreme Court's Bostock v. Clayton County decision.
Washington, D.C. – Congresswoman Sheri Biggs (R-SC-03) has introduced the Defending Women in the Workplace Act, legislation to protect women’s privacy and safety in the workplace and restore clarity to federal law.
“We are putting an end to the radical gender ideology that has turned our workplaces into a playground for the woke mob. It’s common sense: men belong in men’s rooms and women belong in women’s rooms,” said Congresswoman Biggs. “The Defending Women in the Workplace Act draws a line in the sand: we are protecting single-sex spaces and returning to the biological truth that everyone knows is right. We will not let the far-left erase women.”
In recent years, federal agencies and courts have twisted civil rights law to redefine “sex discrimination” in ways Congress never intended, following the Supreme Court’s Bostock v. Clayton County decision. In practice, this has forced employers to navigate confusing and conflicting guidance, allowing men into spaces meant for women, raising serious concerns about privacy and safety in restrooms, locker rooms, and changing areas.
The Defending Women in the Workplace Act restores clarity by reaffirming that federal law is based on biological sex. It ensures employers can legally maintain separate, single-sex spaces for men and women.
This effort builds upon her introduction of the Protecting Motherhood Act. As a career healthcare professional, she knows that biology isn't a choice; it’s a fact. This legislation continues her mission to restore sanity and ensure that federal policy protects women’s spaces based on biological reality, not radical ideology.
The Defending Women in the Workplace Act is supported by Concerned Women for America Legislative Action Committee, Eagle Forum, Independent Women’s Forum, and the American Principles Project.
Congresswoman Biggs is joined by Representatives Harrigan, Mace, Norman, Ogles, Perry, Letlow, Gosar, Luna, and Boebert as original cosponsors of the legislation.
Congresswoman Sheri Biggs Takes Action to Strengthen Mental Health Support for Military Families
Position: Congresswoman Biggs is working to strengthen coordination between the Department of Veterans Affairs and Department of War to improve mental health crisis response systems for military-connected children and teens, building on her Hope Heals Act.
Washington, D.C. – Congresswoman Sheri Biggs (R-SC-03) is leading an effort to strengthen mental health support for military-connected children and teens, with the backing of the National Military Family Association (NMFA).
Building on her more than 30 years of experience in healthcare as a board-certified psychiatric mental health nurse practitioner, Congresswoman Biggs is working with the Department of Veterans Affairs and Department of War to ensure federal crisis response systems are fully aligned to support military families. Her recent outreach to both agencies emphasizes the importance of seamless coordination so that young people who reach out for help are quickly connected to the care they need.
This effort comes as new data highlights growing mental health challenges among military-connected youth, underscoring the need for a responsive and well-coordinated federal safety net. It also builds on Congresswoman Biggs’ Hope Heals Act, which focuses on improving how federal agencies identify mental health needs and connect individuals to care using existing resources.
“As a psychiatric mental health nurse practitioner, I’ve seen how critical those first moments are when someone reaches out for help,” said Congresswoman Biggs. “Our military families carry a unique burden, and we have a responsibility to ensure that when their children seek support, our systems work together seamlessly to connect them to the right care without delay.”
“The research is clear: too many military-connected young people are struggling with their mental health. When they reach out for help, it’s vital that they’re connected to the right resources,” said Besa Pinchotti, CEO of the National Military Family Association. “We appreciate Rep. Biggs’ efforts to determine how the Department of Veterans Affairs and the Department of War are supporting military teens who reach out to them in crisis.”
Congresswoman Biggs’ work reinforces the importance of coordination across federal agencies to ensure military families have a reliable, effective support system; one that reflects the same commitment to readiness and resilience that service members bring to their mission.

Biggs Introduces Bill to Protect National Guard from Harassment and Assault During Domestic Deployments
Position: Congresswoman Biggs introduced legislation to establish federal protections for National Guard members serving on domestic missions, creating a federally defined protective zone around uniformed Guardsmen and establishing penalties for harassment, intimidation, or interference with their official duties, with physical aggression elevated to a federal felony punishable by up to five years in prison.
Washington, D.C. – Congresswoman Sheri Biggs (R-SC-03) introduced the National Guard Protective Zone Act to establish federal protections for National Guard members serving on domestic missions. The bill creates a federally defined protective zone around Guardsmen in uniform and establishes penalties for anyone who harasses, intimidates, or interferes with them while they are performing official duties.
“National Guard members are increasingly called upon to protect our communities and respond to emergencies at home,” said Congresswoman Biggs. “They should never face harassment or assault while serving the American people. This bill makes it clear: if you target our Guardsmen, there will be serious consequences.”
The legislation, introduced alongside Senator Tom Cotton (R-AR) and cosponsored by Representatives Scott DesJarlais (R-TN-04), Barry Moore (R-AL-02), Clay Higgins (R-LA-03), and Rick Allen (R-GA-12) also elevates acts of physical aggression against Guardsmen to a federal felony punishable by up to five years in prison. The bill is supported by the National Guard Association of the United States. Biggs Introduces No Mercy for Terrorists Act: Never Again Should Terrorist Enablers Escape the Full Force of American Law
Position: Congresswoman Biggs advocates for legislation to strengthen federal penalties for individuals who provide material support to terrorist organizations, including mandatory minimum sentences, life imprisonment options, and revocation of citizenship for naturalized citizens convicted of terrorism offenses.
Washington, D.C. – Congresswoman Sheri Biggs (R-SC-03), a member of the House Homeland Security Committee and Lieutenant Colonel in the Air National Guard, today announced she is introducing the No Mercy for Terrorists Act, legislation to ensure that individuals who provide material support to terrorist organizations face severe and lasting consequences under federal law. The legislation comes as federal authorities investigate the recent shooting at Old Dominion University as a potential act of terrorism, highlighting growing concerns about the threat posed by individuals linked to extremist groups.
“Anyone who supports terrorist organizations will face the full force of American justice,” said Congresswoman Biggs. “The No Mercy for Terrorists Act makes it clear: if you help terrorists, you will face decades behind bars, and if you abuse the privilege of American citizenship to aid our enemies, you will lose it and never step foot in our nation again. America will not be a safe haven for terrorists or those who support them.”
This proposal builds on Congresswoman Biggs’ broader efforts to close national security loopholes in federal law, including her No Passports for Terrorists and Traffickers Act, which would revoke or deny U.S. passports to individuals charged with or convicted of terrorism-related crimes. The No Mercy for Terrorists Act, among other things, would strengthen federal penalties for individuals convicted of providing material support to terrorist organizations, including establishing a significant mandatory minimum sentence and allow courts to impose severe penalties up to and including life imprisonment. Additionally, Congresswoman Biggs will take steps to address the ability to revoke the naturalized citizenship of individuals convicted of terrorism offenses, ensuring those who betray the United States by supporting terrorist groups cannot retain the privileges of American citizenship.
